Administrative Manager 10, ISD (Finance Business Partner) Emergency Recruitment – Open Competitive Appointment available for an initial period of up to 90 days with a 100% assessment for permanent appointment. The appointment may be converted to a permanent position upon successful completion. Key Responsibilities Lead Business Partnership and Strategic Alignment: serve as the primary financial advisor to assigned Services, aligning budget, workforce, and operational strategies with business priorities. Implement Financial Planning & Analysis (FP&A) Strategies and Tools: collaborate with Finance, HR, and operational leaders to align financial goals with organizational strategies, workforce plans, and performance reports that promote accountability and data‑driven management. Lead Implementation of FP&A Strategies and Tools: work with the FP&A team and ISD Service to deploy financial planning, forecasting, and analytical tools that strengthen decision‑making and operational performance. Provide Performance and Operational Insight: supply insight and recommendations to optimize resource use, improve efficiency, and strengthen service delivery outcomes. Data‑Driven Decision Support: work with the FP&A and IT teams to enhance financial management tools, reports, and dashboards, ensuring Service managers have timely, relevant, actionable information. Change Leadership and Financial Literacy: support change management efforts to improve financial processes, tools, and decision‑making capabilities, and build financial literacy among operational managers. Minimum Requirements Three (3) years of experience in an administrative, advisory, or staff capacity dealing with investigation and solution of procedural, personnel, budgetary, legislative, community, governmental, or similar complex problems. Valid California Class C Driver License or ability to use an alternative transportation method when needed. Physical Class II – Light: light administrative and clerical duties with occasional light lifting to 10‑pound limit and bending, stooping, or squatting. Desirable Qualifications Experience developing cost recovery models, service rates, and pricing methodologies aligned with cost and service outcomes. Strong background in financial planning, forecasting, and scenario modeling to support data‑driven decision‑making and operational strategy. Ability to translate complex financial data into actionable insights using dashboards, reports, and visual storytelling for non‑financial audiences. Experience partnering with operational leaders to integrate finance, HR, and data into cohesive business plans and resource strategies. Knowledge of County budgeting, cost accounting, and rate‑setting principles, including familiarity with the Chief Executive Office, Auditor‑Controller, and departmental budget processes. Analytical skills to assess financial and operational efficiency and recommend strategies to enhance value and service delivery. Strong interpersonal and communication skills, with proven ability to build trust, influence decision‑makers, and provide consultative financial guidance at all levels. Leadership experience developing and mentoring analytical teams, fostering collaboration, and promoting continuous improvement. Assessment and Appointment During the initial work period, candidates will be assessed on work performance, with the assessment weighted 100%. Those who pass will be considered for permanent appointment to Administrative Manager 10, ISD (Finance Business Partner).
