We are seeking a motivated team member with experience in financial analysis and data reporting. This position will monitor revenues, incorporate forecasts, and grow the department's financial monitoring and reporting by building and maintaining financial data tools and dashboards. The Financial Analysis and Reporting Specialist (Business and Finance Officer III) reports to the DCHS Budget and Reporting Manager and leads the monitoring of revenues received by the Department's five divisions. Finances include revenue from federal, state, and local sources which are to be tracked and reported across fifteen funds. This position is part of the Director's Office finance team, working with department stakeholders and across King County Departments. In addition, the position will be instrumental in developing, administering, and maintaining data tools and dashboard visualizations of budget and expense for DCHS appropriations and funds. This is an opportunity to help financial reporting across the organization and help DCHS divisions successfully navigate an evolving, changing financial reporting regime. Job Duties

To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:

• Monitor, analyze, and report on departmental revenues for fifteen funds across five divisions and Director's Office.
• Track, analyze and incorporate long-term and short-term changes in forecasts provided by the County's Office of Economic and Financial Analysis (OEFA) to determine impacts to DCHS's revenue and fund sources.
• Monitor and revise forecast assumptions, including risk factors, and provide financial forecasts in support of department revenue and fund monitoring to minimize the risk of negative financial outcomes and maintain the credibility of financial forecasts with the County Executive and Council, bond rating agencies, and DCHS Divisions.
• Perform ad hoc financial analysis of various DCHS programs, revenue contracts, fund sources, and appropriations.
• Design, evaluate, support, and use complex financial models, dashboards, and visualizations to determine inputs to forecasts, including historic estimates of costs and revenues from prior years, and forecasts of new or future projects and expenditures.
• Oversee monthly, quarterly, and annual financial reporting to program staff and other stakeholders.
• Maintain and develop department financial monitoring reports (budget v actuals, fund balance, cash balance, etc).
• Assist with department-wide financial management and reporting as needed.
• Monitor operating funding requirements; facilitate development of financing options with the Department's finance staff (CFO and Controller); coordinate the preparation of statements and related presentation materials; and provide staff support for review by bond rating agencies.
• Evaluate fiscal processes and work across the organization to implement changes for continuous improvement.
• Reconcile County financial systems with internal financial systems and multiple funding sources.
• Prepare written descriptions of analysis and present information to leadership regarding complex finance matters.
• Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

• Bachelor's degree in business, economics, public administration or accounting, or a closely related field AND five (5) years of progressively responsible experience in public sector finance, accounting, economic analysis, or a related field OR an equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job duties of the position.
• Minimum of three years of experience with financial analysis, forecasting techniques and principles, and statistical forecasting methods.
• Minimum of three years of experience in gathering, analyzing and synthesizing large amounts of financial data, including drafting reports to summarize findings.
• Minimum of three years of experience in developing and maintaining financial reports, dashboards, and other visualizations of financial information.
• Minimum of three years of experience in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
• Intermediate proficiency with MS Office Suite.
• Intermediate to advanced proficiency with data tools and visualizations (BI Insights, Power BI, Tableau, etc) and other platforms.

DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS

• Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting. Knowledge of GAAP accounting principles and/or GAAS auditing standards.
• Knowledge of economic analysis concepts and methods.
• Knowledge of Oracle/EBS and Oracle budgeting, Power BI, and Tableau reporting systems.
• Ability to prioritize multiple work plans that may involve collaboration and facilitation with other staff.
• Ability to develop and maintain effective, collaborative and positive working relationship with both internal and external stakeholders to establish systems and practices necessary to fulfill and maintain high financial management standards.
• Analytical, organizational and problem-solving skills.

ADDITIONAL POSITION INFORMATION:

• This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. • The Finance Team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The onsite location is Chinook, 401 5 th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
