Job Summary
Guru Consulting LLC is seeking an experienced Economic Development Plan Consultant to support a municipal government in developing a comprehensive Economic Development Plan Update. The consultant will lead strategic planning initiatives, conduct economic and demographic analysis, engage community stakeholders, and develop actionable recommendations that promote sustainable economic growth, business development, workforce resilience, and long-term community prosperity.
Key Responsibilities

Lead the development and update of a municipal Economic Development Plan.

Conduct economic, demographic, and market research to identify growth opportunities.

Perform SWOT and competitive market analysis.

Facilitate stakeholder interviews, workshops, focus groups, and public meetings.

Engage local businesses, community organizations, elected officials, and regional partners.

Develop strategic goals, implementation strategies, and measurable performance metrics.

Prepare economic reports, presentations, and executive-level recommendations.
-
Create implementation roadmaps, funding strategies, and project prioritization plans.

Present findings to municipal leadership and advisory committees.
Required Qualifications
-
Bachelor's or Master's degree in Urban Planning, Economic Development, Public Administration, Business, or a related field.

5+ years of experience in economic development, strategic planning, or municipal consulting.

Experience preparing comprehensive plans or economic development strategies for public sector clients.

Strong knowledge of community engagement and stakeholder facilitation.

Excellent analytical, report writing, and presentation skills.

Ability to manage multiple project phases and meet government deadlines.

CEcD (Certified Economic Developer)

AICP Certification

Experience with municipal comprehensive planning

Grant writing and economic revitalization experience

GIS or data visualization experience is a plus
