Join Oakland County Children’s Village in a leadership role where you’ll help guide daily operations, develop staff, strengthen program quality, and ensure services are delivered safely, consistently, and in accordance with regulatory standards. What You’ll Do
Provide leadership and oversight for daily program operations with a strong focus on safety, regulatory compliance, staff development, and quality improvement.
Plan, direct, and supervise subordinate supervisors and staff, providing coaching, guidance, and ongoing performance support.
Promote the consistent use of behavior management and crisis intervention practices to maintain a safe and supportive environment for youth and staff.
Monitor program and staff performance, identify opportunities for improvement, and help implement solutions that strengthen operational effectiveness.
Collaborate with leadership and multidisciplinary teams to ensure programs operate effectively and consistently.
Ensure staff understand and follow organizational policies, procedures, regulatory requirements, and established standards.
Utilize Countywide and department-specific technology and software to support daily operations, documentation, and reporting.

Minimum Qualifications
EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS AND ABILITIES
REQUIRED MINIMUM QUALIFICATIONS1. a. Possess a Master's degree from an accredited college or university with a preferred major
in Business Administration, Public Administration, Project Management, or closely related
field of study.
b. Have had at least three (3) years of full-time work experience planning, directing, and exercising control over special projects, grants, and training initiatives, including two (2) years of experience in a supervisory capacity; OR 2. a. Possess a Bachelor’s degree from an accredited college or university with a preferred
major in Business Administration, Public Administration, Project Management, or closely
related field of study.
b. Have had at least five (5) years of full-time work experience planning, directing, and exercising control over special projects, grants, and training initiatives, including two (2) years of experience in a supervisory capacity. ADDITIONAL DESIRABLE QUALIFICATIONS
Considerable ability to initiate, plan, develop, coordinate, implement, and evaluate special projects and grants.
Considerable knowledge of the Michigan Department of Health and Human Services (MDHHS) licensing rules and regulations and other statutes, ordinances and case law pertaining to juveniles.
Considerable ability to compile statistics, decipher and evaluate pertinent information, and present oral and written reports to officials and other interested groups or individuals.
Considerable ability to organize and carry out complex written and oral instructions and to exercise mature judgment and initiative in analyzing problems and recommending solutions.
Considerable ability to establish and maintain effective working relationships with professional personnel, officials, private organizations and the public, and to promote agency needs and services.
Considerable knowledge of supervisory techniques.
Considerable ability and skills in analyzing and developing budgetary needs and requests.
Reasonable ability to utilize current word processing, spreadsheet, database, e-mail and Internet software.
Reasonable knowledge of shelter care, residential treatment, community-based programming, and detention programming.
SPECIAL REQUIREMENTS
Must submit to immunizations as requested by the Department of Health & Human Services and to periodic tuberculin skin tests or chest X-rays at County expense.
Before beginning employment, candidates will be required to provide Children’s Village with documentation from the Michigan Department of Health & Human Services that they have not been named in a central registry case as the perpetrator of child abuse or child neglect. In addition, applicants being considered for hire will be asked to sign a form authorizing Children’s Village to request and receive a criminal history check in accordance with the privacy act of 1974.
Applicants for positions at Children’s Village cannot be considered per Michigan licensing rules if they have been convicted of either of the following:
(a) Child Abuse or Neglect.
(b) A felony involving harm or threatened harm to an individual within the 10 years
immediately preceding the date of hire.
SUPERVISION EXERCISED
Supervises various professional, food services staff, and other personnel matters relating to Children’s Village. May work through subordinate supervisors. Plans, directs, and makes staffing decisions. Makes recommendations on hiring. Instructs, assigns, schedules, appraises performance, checks performance appraisals, recommends employees for increase or promotion.
ESSENTIAL JOB FUNCTIONS
Plans, directs, makes decisions and exercises control over scheduling, operational compliance, and coaching initiatives within Children’s Village.
Conducts daily reviews of all restraint, seclusion, and Crisis Prevention Institute (CPI) interventions to ensure compliance with Department of Child Welfare Licensing (DCWL) standards, including the review and approval of MiSACWIS incident reports.
Observes staff performance through video review and direct observation, providing ongoing coaching and performance feedback to promote best practices and compliance.
Maintains an active presence throughout the campus to provide real-time coaching, guidance, and support related to CPI, behavior management, and intervention strategies in collaboration with Program Supervisors, Youth Specialist Supervisors, and Youth Specialists.
Assists the administrative team in reviewing documentation, video footage, and other materials related to internal investigations and DCWL special investigations, as assigned.
Partners with the Training and Development Coordinator to develop, coordinate, and facilitate campus-wide CPI and behavioral intervention training sessions. Support and promote campus-wide restraint reduction initiatives.
Collaborates with the PREA Coordinator to ensure compliance with the Prison Rape Elimination Act (PREA) standards and organizational policies.
Participates in campus-wide Quality Assurance initiatives.
Maintains strict confidentiality regarding investigations, employee related assignments, and other sensitive organizational information.
Provides routine supervision, leadership, and coaching to Program Supervisors and the Children’s Village Operations Coordinator in collaboration with Children’s Village Administrators and Manager.
Coordinates supervisory staffing schedules to ensure adequate coverage. Reviews and approves leave requests.
Assists the administrative team in monitoring Key Performance Indicators (KPIs) and operational metrics to ensure the achievement of operational goals.
Supports the administrative team in strategic planning initiatives and the implementation of the organization's mission, vision, values, and operational objectives.
Assists in the development, implementation, and continuous improvement of organizational policies, procedures, and operational practices.
Participate in employee disciplinary processes and performance management activities as assigned.
Serve as an active member of the Children's Village Leadership Team (CVLT), contributing to organizational leadership, decision-making, and continuous improvement initiatives.
Participates in the facility's administrative on-call rotation to provide leadership support and respond to operational needs outside of regular business hours.
Maintains knowledge of regulatory funding policies, regulations, and procedures; disseminates and/or presents changes to departments and advises on the implementation of changes, and on the impact of changes on funded operations.
Conducts regular monthly meetings with professional staff and supervisors to monitor overall work and performance and assist with programming issues as necessary.
