Emergency Management Specialist

This is a full-time limited-duration position with a possible duration of up to 2 years** Exam # 01812-06-CIS-LT The Position The City’s Senior Applications Developer (CIS Applications Developer) is responsible for providing technical leadership in the planning, configuration, implementation, and ongoing support for the new PeopleSoft Customer Information System (CIS) and other commercial software packages to meet the City’s business needs. The position will lead technical teams and assist with technical training for other Information Technology staff. This is an outstanding opportunity for a person who wants the challenge of liaising with business administrators to recommend application architectural strategies; coordinate leveraging of system capabilities; develop change, upgrade, and enhancement plans; prepare test and data conversion plans; and monitor overall system performance to ensure that customer needs are being met. The Department Information Technology is responsible for the development and execution of technology strategies and plans to meet the ongoing needs of the City; effective operation and security of the City’s enterprise-wide automated systems, such as Financial, E‑mail, and Geographic Information Systems (GIS); and design, development, implementation, and maintenance of the City’s wide area network, multiple local area networks, and mainframe applications. The department is also responsible for management of City communications, including telephone, radio, CCTV, and data transmissions. Information Technology provides training and support to both users and implementers of technology. Essential Duties And Responsibilities Plans and manages information technology related projects involving critical applications, large systems and sophisticated processes. Provides team leadership, guidance, business, and technical expertise on assigned projects involving citywide computer systems. Designs and/or creates database structures, data migration/conversion techniques for system(s) conversions or upgrades. Monitors and tunes databases in order to obtain optimum performance. Applies analytical and advanced design techniques in developing new programs or systems or modifying existing ones. Codes and/or tests programs and resolves related problems in large, complex systems. Provides technical guidance to lower‑level IT personnel and contractors through training, mentoring, and coaching. Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification. In addition to project specific duties, the Senior Applications Developer’s responsibilities include: Consulting with City staff on GIS principles and techniques in order to design, develop and implement complex software systems and databases to meet specific City business needs. Applying analytical and design techniques in order to support and maintain existing GIS software, systems or data. Evaluating vendor products for applicability to the City’s needs, budget constraints and business objectives. Proposing feasibility studies, cost‑benefit analysis, user requirements studies, policies, procedures and project plans. Qualifications Five years professional experience in information technology in a multi-platform environment doing one or more of the following: application development, database management, GIS programming, system analysis/development, website design/development, and project management. A Bachelor’s degree from an accredited college or university in Information Technology or a related degree. Additional qualifying experience may substitute for the education on a year-for-year basis. Possession of a valid California Class C Driver License at the time of appointment (individuals who do not meet this requirement due to a physical disability will be reviewed on a case‑by‑case basis). The Ideal Candidate The ideal candidate for the Senior Applications Developer will be a problem‑solving visionary with a strong technical background, who has exceptional people skills, a positive attitude, and the desire to attain ongoing excellence. In addition, the candidate should have demonstrable hands‑on technical experience with: Utility billing systems Web based applications Large Oracle databases Change management techniques and software Business analysis and system flowcharting Requirements collection techniques Test plan development Software unit, system and integration testing Financial, cashiering or routing systems Various reporting tools such as Crystal and Focus PeopleSoft Software and Environments Knowledge Of Principles and concepts of business process and software design; relational and distributed database technology; networks and communications; and project management. Software development methodologies and life cycles. Current trends in information technology software, business systems, hardware, networks, and communications. Commonly used programming languages, databases, and operating systems on multiple hardware platforms. Commercially available software, and application evaluation techniques. Applications development and structured analysis methods; data modeling theory and methods; disaster planning and recovery techniques; debugging and error detection. Software applications such as finance, human resources, utility billing, geographical information systems, and permitting. Advanced level form, screen, and report design techniques. Skill In The use of design and testing tools and methodologies. Project management and planning tools. The use of various desktop tools. A variety of complex programming languages, databases and operating systems on multiple hardware platforms. The appropriate use of relational and distributed database technology. Maintaining good working relationships with a variety of city staff at all levels. Ability To Communicate effectively orally and in written format in a variety of situations and formats; make group presentations. Analyze and develop logical solutions and alternatives to problems. Train others; coordinate and facilitate work with others. Carry out multiple tasks, projects, and various other resources simultaneously.
