Benefits Analyst - Union

$75k - $85k

Compensation $75,000–85,000 per year plus competitive benefits and 401(k) match. Location On‑site at our Pomona or OCTA location. Qualifications Bachelor’s degree in Human Resources or equivalent. Minimum of 2–4 years benefits‑related experience required; union experience preferred. Understanding of benefits administration, vendor interfaces, and audits. Proficient with Microsoft Office Suite, especially Excel. Working knowledge of bSwift and Ultipro systems. Demonstrated experience working with unions, third‑party administrators for benefit programs, financial analysis, and auditing. Skills Strong communication and writing skills, customer service and analytical skills. Organized. Ability to perform mathematical calculations in computing rates, premiums, and adjustments. Audits invoices and tracks payments. Problem‑solver. Ability to work in a fast‑paced environment with multiple priorities. Ability to maintain confidentiality and exercise extreme discretion. Responsibilities Union Support Liaise with union TPAs to ensure employee eligibility is current and accurately accounted for. Foster collaborative relationships with trusts and TPAs, using persuasion to achieve company goals. Work with mobilization/demobilization teams to create smooth transitions of benefits‑related action items; leverage existing company‑sponsored benefits during bargaining. Identify and document end‑to‑end internal administration processes, defining role ownership and accountabilities. Ensure the company fully understands, executes, and complies with all benefits components of union CBAs – renewal dates, administrative responsibilities, retirement plan nuances, etc. Act as the benefits department record‑keeper for all collective bargaining agreements. Partner with union TPAs to ensure billing and eligibility processes run smoothly and timely. Maintain deduction accuracy and timeliness in UKG. Perform complex audits and billing reconciliation in Excel. Work with local HR to support the employee population, ensuring appropriate communications about union benefit offerings. Benefits Department Invoices Audit benefit carrier invoices to ensure eligibility and non‑eligibility charges are accurate. Pull monthly invoices from carrier websites and prepare for processing, ensuring accurate billable rates and retro adjustments. Prepare GL rollups for Finance, defined by employee, and provide backup to accounts payable. Maintain the monthly Benefit Budget Tracker, ensuring invoices sent to AP are recorded accurately and timely. Provide local Finance teams with requested backup for specific locations. Review invoices at the start of each year to confirm rates reflect agreed amounts. Run and distribute monthly headcount and budget reports to all location GMs/HRMs. Annual Open Enrollment Pull benefit enrollment data from broker to assist with renewal process. Assist with review of benefit offering and new year’s rates. Assist with testing new plan‑year configuration. Audit new plan‑year rates after loading to bSwift. Review all communications for the new plan year (benefit guides, emails, texts, posters). Work with carriers to ensure new plan‑year vendor collateral is shipped to locations. Ensure bSwift library is updated with new plan‑year collateral and outdated materials removed. Assist local HR and employees with open‑enrollment questions. Provide local HR status reports of enrollment, dependents, and pending documentation. Audit new‑year benefit elections and payroll deductions before the first live paycheck. Other Duties/Projects As Assigned Create process documentation and work instructions for all benefit tasks. Serve as second tier in escalation process for benefit plan interpretation, guidance, and counsel to employees and local HR. Develop, conduct, and participate in presentations to educate HR and management on benefits practices, legislative requirements, and programs. Assist in design and communication of benefit and wellness materials, videos, and tip sheets; coordinate distribution of vendor‑specific materials. Assist with systems testing and onboarding of new mobilizations; produce reports and monitor enrollment activity. Other duties/projects as assigned. Additional Requirements Drug screening per Department of Transportation regulations; pre‑employment medical exam and background check consistent with applicable laws. Work authorization: Applicants must be authorized to work in the United States; Keolis does not sponsor visas for this position. Physical Demands & Work Environment Long periods (potentially exceeding 8 hours per day) of walking, standing, sitting, bending, pushing, pulling, climbing, lifting, balancing, stooping, twisting, squatting, handling materials, repetitive hand‑wrist motions, and traversing uneven surfaces. Exposure to extreme heat and cold; exposure to loud noises, fumes, and airborne particles. Additional unique demands may include: Operators/Drivers may work inside or outside vehicles for over 8 hours per day. Operations supervisors and managers may split work between office and active transit field locations. Maintenance employees may be exposed to toxic or caustic chemicals; may work with heavy machinery and diagnostic software. Office staff may work indoors in air‑conditioned or ventilated facilities, typing or looking at computer screens.
