Summary

This position is located under the Health Administration Service at the C. W. Bill Young VA Medical Center, Bay Pines, FL. The Lead Medical Support Assistant in Health Administration Service provides a high level of lead support in the management of the Health Benefits Section which consists of staff for Enrollment and Eligibility and administrative and data support to HAS to include the Community Based Outpatient Clinics (CBOCs).

The Lead Medical Support Assistant duties consist of but are not limited to the following:

• Monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow.
• Responsible for running data reports for unverified status of applications, incomplete encounter management errors due to any administrative data input and updating demographic information.
• Managerial skills with a high degree of aptitude in oral presentation, written communications as well as a sound mathematical base to perform assignments.
• Coordinate with the supervisor for organizing and scheduling all mandatory training and education of all staff to include the CBOC and Outpatient Clinic administrative personnel.
• Develops and maintains effective working relationships with all staff in determining priorities of activities in support of direct patient care.
• Responsible for recognizing, analyzing, and recommending solutions for efficient management of patient processing care activities.
• Responsible for numerous administrative duties, to include completing required reports rosters, timecards, order supplies via the process store and IFCAP ordering system.
• Interviews and registers applicants to determine eligibility and legal entitlement of applicants for health care, including assignment into the appropriate enrollment priority group.
• May be assigned to process electronic applications and/or determine eligibility and schedule appointments for Veterans on the New Enrollee Appointment Request (NEAR) report.
• Assure that all new veterans to the system are registered within 7 days of receipt of their application.
• Expected to provide exceptional customer service by exceeding the customer's expectations.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66 .

Qualifications

Basic Requirements :

• United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• Education. High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education.
• English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

• Employees in VHA in this occupation, under a permanent, appropriate, and legal placement on the effective date of the qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and registration/certification where applicable. For employees who do not meet all the basic or assignment-specific requirements in this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply:
  • (1) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
  • (2) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
  • NOTE: This provision is not intended to regularize appointments/placements.

Grade Determinations : In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.

Lead Medical Support Assistant, GS-07.

(1) Experience. One year of creditable experience equivalent to the next lower grade.

(2) Knowledge, Skills, and Abilities (KSAs). In addition to meeting the experience above, the candidate must demonstrate the following KSAs:

• Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community.
• Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
• Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
• Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
• Ability to provide staff development and training.
• Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

(3) Assignment. For all Lead assignments the Lead MSA must spend at least 25% or more of their time performing lead duties. The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include but are not limited to ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.

Preferred Experience:

• Managing complex schedule processes, consults, referrals, provider availability and clinic flows.
• Leading and coordinating the daily work of Medical Support Assistants and administrative staff.
• Orienting, mentoring or training new employees.
• Experience communicating and coordinating with physicians, nurses, pharmacist and leadership.
• Organizing work, setting priorities, monitoring performance, follow up on pending issues and ensuring compliance with policies.

Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary (6- 8 hrs.) although, there is some walking (1 hr.), bending (1hr), and carrying of bulky files (1- 10 lbs.) and some extended periods of standing (2 hrs.).
