Job Description

This position is responsible to assist in the administration and advancement of college facilities design, construction, contract review, and capital project management for construction functions and activities. The position will provide project management for large, complex construction and renovation projects including budgeting, planning and programming, design, contracting, construction, commissioning, and close-out. This position is expected to foster a culture of program and project integrity, collaboration, mutual respect, innovation, and continuous improvement within the division.

Hiring Range is $99-119K.
The final salary offer will be determined based on the candidate's qualifications and experience.
Equivalent combination of education, training and relevant professional experience will be considered.

Essential Functions

• Employee will demonstrate TSTC Core values of Excellence, Accountability, Service and Integrity with internal and external stakeholders, customers, students and members of the community.
• Coordinate and manage project development, planning, design, and construction of new facilities, major renovations, and deconstruction to ensure project goals are met including TSTC standards and code compliance.
• Prepare RFQ and RFP proposals for selection and approval of professional service providers and construction contracts. Prepares contracts (agreements) for major construction projects. Prepare final work agreements for campus capital project planning and programming efforts. Review the work of contractors with regard to the development of project planning, programming, scheduling and costs; and maintain follow-up through completion of planning and transition.
• Participate in the selection of consultants and be a voting member, as applicable, on A/E and Contractor selection committee. Coordinate, supervise and review work of consultants engaged to serve TSTC in the planning of its physical facilities.
• May represent the AVCFPC with state, city, and county officials concerning state agency oversite, real estate transactions, zoning, jurisdictional matters and construction issues as assigned.
• Establish departmental policies and operating procedures that ensure construction projects are planned, designed, constructed on time and within budget pursuant to legal requirements and College policies. Develop and implement department strategies, business practices, and processes in conjunction to continually improve effectiveness and execution.
• Collaborate and communicate with leadership, provosts and cross functional areas on facility planning and construction as assigned.
• Represent Facilities Planning & Construction on high level committees as assigned.
• Oversee statewide construction projects and resources statewide. This will include responsibility for leadership of assigned project managers.
• Other duties as assigned

Education/Experience/Knowledge/Skills

• Bachelor's degree, preferably in construction or business related field from an accredited college or university.
• Five years of progressive administrative experience in higher education.
• Ability to manage and lead projects. Experience in managing and coordinating the budget process and project costs estimates.
• Ten years of experience in a senior leadership, executive, or managerial role, preferably in a higher education setting or equivalent public or private sector organization with oversight of facilities budget, operations, and development of new and renovated facilities.
• Knowledge of principles and practices of capital development, planning, design, and construction including campus master planning.
• Knowledge of higher education protocol and practices as they apply to facilities planning and development issues.
• Knowledge of Texas Higher Education Coordinating Board guidelines relating to reporting of facility construction or renovation.
• Ability to develop operating and construction budgets, and monitor project budgets expanding over multiple fiscal years.
• Knowledge of construction types and the advantages of each in an educational setting
• Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals in a diverse community.
• Ability to foster a cooperative work environment.
• Excellent communication skills, both oral and written.
• Demonstrated complex judgmental skills such as critical thinking and problem solving.
• Ability to research, organize, prioritize, and manage multiple complex projects.
• Ability to use sound judgment and demonstrated leadership ability.
• Evaluate effectiveness to develop new strategies and procedures.
• Proficient in MS Word, Excel and PowerPoint.
• This is a full-time position, typically Monday through Friday but on call 24/7. This position may at times require long hours and occasional weekend work as job duties demand.
• This position may require up to 25% travel.
• This job description covers a position in which the percentage of time spent on the essential functions will vary based on the workload and will ultimately be determined by the supervisor.
