Position Summary:

Under the supervision of Utilities Director, responsible for directing operations of the Utilities department waste/freshwater treating, reporting, and complying with the requirements of the EPA. Ensure that the owner responsibilities are properly carried out and indicate a level of professional competence for the water treatment operation and distribution. Direct operations for the utilities division and serve as "Operator in Charge". Protect public health, water quality, and the environment now and in the future. Supervise the staff associated with Water/Waste water Plant Operations.


Essential Duties and Responsibilities:

  • Supervise, interview, hire, train, discipline and conduct employee evaluations of the Utilities staff.
  • Assist in implementing divisional operating policies and procedures, goals and objectives, and analyzes and recommends changes through reports and conference with department personnel of Water/Wastewater Treatment.
  • Confer with supervisors and all staff of Water/Wastewater Treatment areas and maintenance to devise and recommend coordination of construction and maintenance projects for residential, commercial, industrial and community benefit.
  • Assist in directing, supervising and participating in the survey work, proper preparation of design drawing, specifications, inspections, estimated costs and contracts for tribal projects such as water and sewer mains, drains, roads, sidewalks, building and recreational facilities.
  • Assist in preparation of preliminary department operational budget as well as integrating proposed division budget to be submitted to the Utilities Director for review.
  • Compose and submit proposed permit to EPA for review and approval.
  • Submit progress reports to the Director of Utilities on construction projects, development of long and short-range work programs, and special assessment programs as well as coordinated finalize division reports.
  • Perform all lab technician/sludge responsibilities.
  • Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
  • Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:
  • Frequent contact with administrative staff, outside governmental agencies, and community organizations to accomplish the objectives of the Tribal organization.
  • Contact with USEPA for permit and water quality reports.
  • Contact with contractors, engineers, IHS, consulting firms for tribal projects.
Minimum Qualifications:
  • High School Diploma or GED.
  • Must be at least 18 years of age.
  • Must have and maintain EGLE F-2 or Wastewater A. Certification for water treatment operations, testing and maintaining chemical additives.
  • Five years of progressively responsible experience in public works administration and/or municipal engineering or an equivalent combination of formal education and experience.
  • Experience with operations, repairs, and maintenance with water treatment systems.
  • Experience in supervising skilled and technical trades personnel.
  • Strong organizational and supervisory skills.
  • Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
Desired Qualifications:
  • Associate's Degree.
License, Certification, or Special Requirements:
  • EGLE F-2 certification for Fresh water treatment operations, testing, and maintaining chemical additives or EGLE wastewater A Certification.
  • Must have a valid State of Michigan Driver's License with the proper designation required for the vehicle utilized to perform the job duties; must be able to obtain and maintain a Tribal Driver's License and qualify for coverage by SCIT auto liability insurance carrier.
  • Native American preference shall apply to all positions.
Knowledge, Skills, and Abilities:
  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
  • Knowledge of the principles and methods of water treatment facilities.
  • Knowledge of water and wastewater, construction, and operations.
  • Knowledge of use of mechanical equipment, maintenance tools, chemicals, cleaners, and disinfectants.
  • Knowledge of the methods and practices used in preventive maintenance and repair work.
  • Knowledge of occupational hazards and applicable safety practices.
  • Skill in the use of cleaning tools, chemicals, cleaners, and disinfectants.
  • Skill in the safe operation of power tools and shop equipment.
  • Skill in diagnosing and repair of equipment utilized.
  • Skill in making effective decisions in emergency situations.
  • Skill in supervising, training and evaluating assigned staff.
  • Ability to read, analyze, and understand specs, blueprints, and plans.
  • Ability to work independently and meet strict time lines.
  • Ability to analyze any situation and adopt appropriate courses of action.
  • Ability to prepare records and reports.
  • Ability to read, understand, and enforce safety procedures.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
Physical Demands:
  • Strenuous physical exertion in climbing ladders and lifting heavy objects.
  • Frequent use of hands, wrists, fingers associated with repair equipment.
  • Required to stand and walk for extended periods of time and reach with arms and hands.
  • Occasionally sit, stoop, kneel, climb, balance, crouch or crawl.
  • Normal visual acuity, ability to talk and hear.
  • Frequently lift and/or move up to 50 pounds.
Work Environment:
  • Normal office and plant environment.
  • Must possess sufficient stamina to work under all types of weather conditions including extreme hot/cold and to lift, carry, push, or pull a variety of tools, equipment and materials.
  • Work may be performed in wet, damp and cramped or close work area.
  • Exposure to chemicals and hazardous materials and moving parts may occur.
  • Evening, overnight, holiday and/or weekend work may be required.
  • Travel may be required.
