Under the General Supervision of the Treasury Director, the Treasury Specialist supports daily cash management, banking operations, treasury reporting, and financial compliance across PHA and its affiliates. Reporting to the Director of Treasury, this role plays a key part in ensuring strong internal controls, accurate treasury processing, and alignment with HUD, federal, and state requirements. This is an excellent opportunity for early-career finance professionals interested in treasury, government finance, accounting, and public-sector operations.

The salary range for this position is $53,659 - $67,073 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.

Qualifications

Understanding of public sector accounting (GASB, FASB, GFOA); Strong analytical and problem-solving abilities; Proficiency with ERP systems, treasury/financial software, and Excel; Strong written and verbal communication skills; Ability to maintain accuracy, confidentiality, and effective working relationships

Travel required

Occasional Travel: Traveling to sites or attending meetings

Minimum education

Bachelor's degree in Accounting, Finance, Business, or related field

Certifications, Clearances, and Licenses required

Valid Pennsylvania Driver's License is required

Minimum experience

Minimum 1 year of experience in finance, treasury, accounting, or public sector financial operations

Alternative Qualifications

Equivalent combination of education, training and relevant experience may be considered upon review by HR.

Preferred Qualifications/Experience

Certified Treasury Professional is preferred.

Experience with ACH terminology, banking regulations, and e-commerce platforms is often preferred.

Familiarity with HUD programs, CFR requirements, and LOCCS a plus

Knowledge of financial reporting tools like Tableau or Power BI is a plus

Responsibilities

Monitor daily ACH activity and bank transactions; identify and resolve discrepancies; Support daily cash reconciliations with Treasury Analyst; Assist with investment activities, positive pay exceptions, stop payments, and check research; Track deposits and collections across PHA programs and affiliates; Process and scan checks using Check 21 banking tools; Review treasury documentation for completeness and accuracy; Prepare and file HUD LOCCS drawdowns and related support; Reconcile treasury activity with accounting system records; Prepare recurring and ad hoc treasury reports including cash flow analyses; Maintain treasury records, policies, procedures, and updated workflows; Support treasury system updates, electronic banking platforms, and ERP modules; Identify process improvement opportunities and recommend efficiencies; Stay current on changes in public sector treasury practices and HUD regulations; Work directly with Accounting, Budget, other Finance teams, and other departments; Provide responsive customer service to internal stakeholders; Support strategic treasury initiatives and department-wide modernization efforts; Performs related duties as assigned
