Roads and Trails Supervisor

Roads and Trails Supervisor Location: Pacheco Corp Yard, Martinez, CA. Oversees the Roads and Trails crew, plans, coordinates, and supervises the construction, maintenance, and repair of park roads, trails, drainage systems, and related infrastructure. Manages budgets, schedules, maintenance programs, contracts, staff training, and safety initiatives. Designs erosion control measures, drainage structures, culvert installations, and accessible trail improvements. Coordinates with park staff and contractors, prepares cost estimates, reports, and recommendations, ensuring projects are completed safely, efficiently, and in accordance with District standards. Ideal Candidate Strong working knowledge of road and trail design, drainage systems, erosion control, culvert installation, and heavy equipment operations. Proven experience leading and developing field crews in road, trail, and infrastructure construction and maintenance. Skilled in planning, organizing, and prioritizing multiple projects while managing budgets, schedules, contracts, and resources effectively. Excellent communicator who builds collaborative relationships with stakeholders and provides clear direction in the field. A problem-solver with sound judgment, capable of making effective decisions in changing field conditions while maintaining high-quality standards. Responsibilities Supervises Roads and Trails crew, including journey-level equipment operators. Coordinates work of other park crews and outside contractors. Develops and administers budgets, work schedules, maintenance schedules, contracts, staff training programs, safety meetings, and performance evaluations. Provides leadership, motivation, support, and encouragement to staff. Coordinates personnel, performs research, prepares cost estimates and analysis, purchases and/or recommends purchase of materials, tools, and equipment for a wide variety of projects. Designs erosion control plans, drainage structures, culvert installations, and accessible ramps and barrier-free trails. Maintains records and writes reports and other correspondence as required. Consults with park supervisors and other staff, providing expertise and recommendations for maintenance or repair strategies. Performs related duties as assigned. Qualifications Equivalent to the completion of twelfth grade and five years of appropriate experience in light and heavy construction, preferably in field and trail construction and grading. At least two years of supervisory experience in this field. Valid Class C California Driver’s License (required for initial and continued employment). Education, experience, or training that provides knowledge and abilities in paving, grading, heavy and light construction, equipment operation, road design and construction, erosion control, and relevant codes, regulations, and permits. Knowledge, Skills, and Abilities Knowledge of the paving, grading, heavy, and light construction industry, including equipment operation, road design, and construction grading. Knowledge of erosion control principles, drainage structures, culvert installations, and accessible trail improvements. Knowledge of materials used in the industry, basic soil types, vegetation, and the environmental impact of heavy equipment operations. Ability to organize work, order material, adhere to budget, and direct the efforts of crew members toward successful construction and maintenance of roads, trails, and related infrastructure. Ability to operate office equipment, including computers and support applications such as word processing, spreadsheets, and databases. Ability to communicate clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with a culturally diverse public, internal staff, and external customers and park users. Conditions of Employment All employees must be fully vaccinated against COVID-19 as a condition of employment. Must pass a Level 1 background check, including employment history verification, reference checks, education or certificate verification, Department of Justice fingerprinting, and criminal history review. Proper use of a respirator may be required depending on work location and assignment; facial hair that impedes respirator effectiveness is prohibited. Must wear a Park District uniform.
