Some of the major duties you will perform include but are not limited to the following:
- Serves in a technical staff assistance capacity to program or complex management relative to a wide range of topics and policies.
- Designs, plans, manages, lead, and conducts a wide variety of investigations, assessments or inspections involving complex biological, chemical, and physical processes.
- Identifies feasible alternatives to restore natural resources and habitats.
- Independently coordinates activities with involved agencies, researchers, and other stakeholders, including state and county officials, Native American tribes and special interest groups and or/ private organizations to identify and resolve technical and administrative issues of local and national significance.
- Reviews and/or prepares work plans, budgets, program accomplishment reports, and technical reports of findings, conclusions, and/or recommendations regarding appropriate courses of action such as management approval/disapproval, offering alternative projects or approaches, or taking remedial action.

Qualifications All qualifications must be met by the closing date of this announcement - 09/16/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

To qualify for this position, you must meet the Basic Educational Requirement and the Minimum Experience as stated below: Basic Educational Requirements: In addition to the specialized experience requirements for this position, you must meet at least one of the following:
A.
Degree : Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit transcripts. -OR-
B.
Combination of education and experience: courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience or additional education.
Minimum Experience : To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: (1) Leading analysis and implementation of federal environmental laws, regulations and policies specifically pertaining to the Endangered Species Act section 4, 7, and 10; (2) independently evaluating impacts to fish and wildlife in response to identified threats or stressors; (3) guiding and preparing scientific manuscripts and reports; (4) extensive experience working with native fish, freshwater mussels, and aquatic communities and their conservation and recovery; (5) developing annual and long-range goals and objectives for watersheds, focus areas, and ecosystem priorities; (6) extensive experience compiling data and information using databases (including geospatial databases) to ensure accomplishments and activities are adequately reported and entered into state and national tracking systems; and (7) leading teams and with diverse partnerships. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable.
