The Pharmacist in Charge, White Label Pharmacy serves as the designated Pharmacist in Charge, where applicable, and as the pharmacy subject matter expert for assigned White Label programs. This is not a traditional pharmacy operations management role and does not require direct reports. The position is responsible for regulatory oversight, program business rules, workflow governance, implementation support, and ensuring pharmacy activities associated with assigned programs are designed and executed in accordance with applicable federal and state regulations, accreditation standards, company policies, and client requirements.

The PIC owns the pharmacy interpretation and operational application of program requirements while supporting patient safety, regulatory compliance, quality, and service performance. The role partners closely with Operations, Client Services, Technology, Compliance, Quality, Implementation, and Business Development to support client onboarding, program launches, workflow design and optimization, audit readiness, and continuous improvement. The PIC is responsible for translating regulatory and program requirements into scalable operational processes, system controls, and pharmacy workflows while maintaining appropriate pharmacist oversight.

The role also supports the broader pharmacy operation as needed, including pharmacist staffing and coverage, while maintaining primary accountability for assigned White Label programs and applicable PIC responsibilities.

Responsibilities

Client Program Management

• Serve as the pharmacy leader for assigned white label pharmacy programs, ensuring operational execution aligns with client expectations, regulatory requirements, and organizational standards.
• Own the pharmacy-specific interpretation, governance, and execution of program business rules across assigned client programs.
• Support the development, review, and approval of Business Requirements Documents (BRDs), Standard Operating Procedures (SOPs), work instructions, and pharmacy workflow requirements.
• Serve as the primary escalation point for pharmacy-related questions, operational exceptions, and clinical concerns within assigned programs.
• Partner with Client Services, Operations, Technology, and Compliance teams to ensure pharmacy workflows are implemented and maintained in accordance with approved business rules and regulatory requirements.
• Support client meetings, business reviews, and implementation discussions when pharmacist expertise, clinical guidance, or regulatory interpretation is required.
• Participate in client onboarding activities, program launches, workflow design sessions, and operational readiness reviews.
• Participate in audits, accreditation activities, manufacturer reviews, regulatory inspections, and corrective and preventive action (CAPA) planning.
• Translate federal and state regulatory requirements, accreditation standards, and pharmacy best practices into practical operational workflows and procedures.
• Identify opportunities to automate, streamline, and simplify pharmacy workflows while maintaining required pharmacist oversight, quality standards, and regulatory compliance.
• Review proposed program enhancements and operational changes to assess regulatory impact, patient safety considerations, and implementation requirements.
• Collaborate with internal stakeholders to establish and monitor pharmacy-related service level agreements (SLAs), performance metrics, and quality indicators for client programs.

White Label Program Governance & Pharmacy Oversight

• Maintain required Pharmacist in Charge designations and licenses for assigned White Label pharmacy entities and jurisdictions, where applicable.
• Serve as the pharmacy owner and approver for program business rules that impact prescription processing, pharmacist activities, clinical requirements, patient safety, and regulatory compliance.
• Review and approve material pharmacy workflow changes prior to implementation to ensure continued alignment with applicable regulatory requirements, approved business rules, and established pharmacy controls.
• Participate in the design and implementation of new White Label pharmacy programs from contract and Business Requirements Document (BRD) development through implementation, operational readiness, and go-live.
• Identify applicable pharmacy and regulatory requirements and ensure those requirements are appropriately translated into system requirements, workflow controls, business rules, policies, and procedures.
• Serve as the pharmacy subject matter expert for technology and automation initiatives, including workflow design, testing, validation, change control, and determination of appropriate pharmacist oversight.
• Establish and maintain appropriate exception management and escalation pathways for workflows, transactions, or issues requiring pharmacist review, clinical judgment, or regulatory interpretation.
• Monitor assigned White Label programs to ensure ongoing compliance with approved business rules, SOPs, contractual requirements, regulatory standards, and pharmacy requirements.
• Support investigations, root cause analysis, and corrective and preventive action (CAPA) activities involving assigned White Label pharmacy programs, in partnership with Quality, Compliance, Operations, and other appropriate stakeholders.
• Serve as the primary pharmacy subject matter expert for client audits, regulatory inquiries, accreditation activities, manufacturer reviews, and program assessments related to assigned White Label pharmacy programs.
• Partner closely with the Fulfillment Pharmacy Manager and Clinical Pharmacy Manager when White Label program requirements or workflows intersect with dispensing, fulfillment, clinical, or other pharmacy operations.
• Provide ongoing pharmacy and regulatory guidance to Client Services, Operations, Technology, Implementation, Quality, and Compliance teams to ensure assigned programs remain operationally effective and appropriately controlled.
• Direct and supervise pharmacy technicians, and support personnel in accordance with state regulations and company standards (if applicable).

Patient & Prescriber Support

• Ensure timely and accurate prescription processing, verification, fulfillment, and delivery services.
• Support patient access initiatives through coordination with prescribers, manufacturers, payers, and internal support teams.
• Provide clinical consultation and drug information services as required.
• Oversee patient counseling processes and clinical interventions in compliance with regulatory requirements and company standards.

Strategic Leadership

• Contribute to growth initiatives by supporting new client implementations, accreditation activities, technology enhancements, and operational expansions.
• Develop and monitor key performance indicators (KPIs) related to quality, regulatory compliance, patient satisfaction, turnaround time, and operational efficiency.
• Participate in organizational strategic planning and continuous improvement initiatives.

Required Education and Experience:

• Bachelor's degree with experience.
• Current unrestricted pharmacy licensure in the state(s) of White Label Pharmacy Program operation or where required.
• A minimum of 3 years of practical experience as a pharmacist.
• Proficient in the area of clinical interpretation; drug-drug, drug-disease, drug-food interaction and allergies
• Demonstrated experience providing exceptional customer service.
• Ability to read, write, speak and understand the English language.

Work Location & Staffing Expectations:

• Maintain an onsite presence at the assigned pharmacy location a minimum of four (4) days per week, unless otherwise approved by leadership or business needs require additional onsite presence.
• Support pharmacist staffing and coverage needs across the entire pharmacy operation, not solely assigned White Label programs. This includes dispensing, non-dispensing, clinical, White Label, and other pharmacy activities as business needs require.
• Provide pharmacist coverage and operational support when needed to maintain appropriate staffing levels, continuity of operations, patient service, and regulatory compliance across the pharmacy.
• Partner with Pharmacy Operations leadership to anticipate and address staffing gaps, scheduled absences, workload changes, and coverage needs across the broader pharmacy operation.
• Maintain sufficient flexibility to provide additional onsite support beyond the standard four-day expectation when required for staffing shortages, regulatory inspections, audits, program launches, operational issues, or other business-critical needs.
• Support appropriate pharmacist and PIC coverage in accordance with applicable state laws, Board of Pharmacy requirements, company policies, and operational requirements.

Knowledge, Skills & Abilities:

• Strong knowledge of applicable federal and state pharmacy laws, Board of Pharmacy requirements, HIPAA, accreditation standards, and pharmacy compliance requirements.
• Ability to interpret complex regulatory and client requirements and translate them into practical pharmacy workflows, policies, procedures, and business rules.
• Strong understanding of pharmacy operations, prescription processing, specialty pharmacy, white label programs, and manufacturer-sponsored patient support programs.
• Experience developing and reviewing BRDs, SOPs, workflow documentation, and operational requirements.
• Ability to serve as the pharmacy subject matter expert and escalation point for complex operational, clinical, regulatory, and compliance matters.
• Strong cross-functional collaboration skills with the ability to work effectively with Operations, Client Services, Technology, Quality, Compliance, and external clients.
• Experience supporting program implementations, audits, inspections, accreditation activities, CAPAs, and operational change initiatives.
• Strong analytical, problem-solving, organizational, and decision-making skills with the ability to manage multiple priorities.
• Strong written and verbal communication skills with the ability to effectively engage clients, regulators, and internal leadership.
• Working knowledge of pharmacy technology, workflow automation, and process improvement while maintaining appropriate pharmacist oversight and regulatory controls.
