POSITION SUMMARY

The Program Manager administers and manages the Homeless Encampment Program, the Housing Disability Advocacy Program, the PATH Program, and the Behavioral Health Bridge Housing program. The Program Manager provides trauma‑informed supervision, ensures services are delivered courteously and respectfully, and leads staff in a leadership capacity.

HOURS/ SALARY

Full‑time, exempt position. Anticipated hiring range is $80,600–$85,000 annually. Includes a benefits package that covers health, dental, vision, life insurance, a 403(b) retirement plan with up to a 5% employer match, paid vacation/holiday time, paid sick time, and other employee perks.

RESPONSIBILITIES AND DUTIES

Direct day‑to‑day operations of program staff, including scheduling, staff meetings, client status evaluation, and coordination of support services. Coordinate program service, residential assessments, intake processes, rehabilitation, and support services in alignment with county, state, and department regulations; assign staff and supervise comprehensive service plans. Conduct comprehensive assessments of clients’ psychiatric and medical history, mental status, diagnosis, physical health, substance use, education, employment, social functioning, daily living activities, and family structure. Participate in staff recruitment, interviews, hiring, assignments, orientation, and performance supervision; develop and implement staff training. Promote and maintain trauma‑informed practices in all services; apply TMHA’s Collaborative Communication Guidelines in individual and team meetings. Administer program budgets, including purchases of furniture, equipment, communication devices, supplies, and travel expenses. Supervise client records management, ensuring compliance with agency policies and third‑party payment requirements; train staff on record-keeping and review client documentation. Carry out quality‑assurance activities and reviewing the use of program services. Develop and maintain program policies and procedures, revising as necessary. Supervise and approve staff time cards through the payroll system. Supervise and submit monthly Facility Checklist and Vehicle Logs. Monitor staff training to meet annual and one‑time requirements through TMHA’s training program. Initiate and maintain relationships with law enforcement, landlords, employers, and other human services agencies. Perform on‑call duty for crisis intervention and staff supervision. Participate in rotating on‑call schedule, responding to client support needs during after‑hours and weekends. Conduct client intake interviews; monitor and evaluate client progress, advocate for health needs, and coordinate referrals to community services. Promote client cooperation and support, including transportation, recreational, and educational activities; provide crisis intervention when needed. Attend client and agency meetings; lead program staff meetings; serve as agency liaison. Ensure vehicle and program maintenance and safety; administer the Neighborhood Relations Policy and communicate with property owners. Monitor program budget, implement agency policies, and ensure accurate paperwork, including HMIS documentation, client rentals, time sheets, petty cash, inventory, and reports. Support Med‑Cal billing, guiding staff to dedicate at least 50% of their time to direct client service and achieve billing minute goals. Assist the Division Director in program enhancement, including developing innovative services and securing funding. Select, train, supervise, and develop program staff, interns, and volunteers. Assume additional duties assigned by Program Director.

JOB ENVIRONMENT

Moderate physical activity and frequent driving; moving or lifting up to 50 lbs. Moderate risks requiring safety precautions and potential exposure to intense situations. Position supervises all program staff and supports a team approach to meeting objectives.

MINIMUM REQUIREMENTS

Bachelor’s degree and two years’ experience with individuals experiencing mental illness, substance use, and/or homelessness. Must have one year of leadership or supervisory experience, including budget management (total 3 years). OR High School Diploma/GED and four years’ experience with the same populations, including four years in a leadership or supervisory role with budget management (total 8 years). Participation in on‑call rotation to provide services after hours and on weekends. Strong interpersonal skills, collaborative work style, and excellent oral/written communication. Well‑defined organizational and time‑management skills. Ability to work independently and flexibly. Ability to handle intense situations, exercise good judgment, and remain calm under pressure. Ability to work with diverse populations, regardless of age, ethnicity, race, religion, sexual orientation, gender identity/expression, or socioeconomic status. Maintain good physical and mental health. Work effectively within a team and maintain a professional, respectful workplace attitude. Willingness to work with supervisor oversight and direction. CONDITIONS OF EMPLOYMENT

Must be at least 18 years of age; possess a valid California Driver’s License with at least two years of driving experience, reliable transportation, proof of auto insurance, and a DMV driving record that meets requirements. May need to use personal vehicle and insurance. Must comply with a TB assessment and provide a criminal record clearance through fingerprinting. Must successfully complete First Aid and CPR training.
