Looking for an exciting opportunity to protect water quality in sunny San Diego? The California Regional Water Quality Control Board, San Diego Region has an opening for an Engineering Geologist in the Border Water Quality Protection Unit. Come be a part of the Border Water Quality Protection Unit in supporting the protection of human health, water quality, and beneficial uses associated with the Tijuana River, Tijuana River Estuary, and near shore Pacific Ocean.

The position is located at 2375 Northside Drive, San Diego, California 92108, in Mission Valley near light rail stations and other public transportation.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and/or experience in the preparation or review of waste discharge requirements (WDRs), water reclamation requirements, National Pollutant Discharge Elimination System (NPDES) permits, Clean Water Act Section 401 Water Quality Certifications, advance restoration plans (ARPs), total maximum daily loads (TMDLs), and/or amendments to the Water Quality Control Plan for the San Diego Basin.
  • Knowledge and/or experience in conducting engineering geology analyses and reports, preparing scientific and engineering geology reports/letters, and providing technical feedback. Including performing geotechnical analysis for slope stability and other technical requirements.
  • Excellent written and verbal communication skills, including the ability to convey complex information to professional staff, stakeholders, and the general public.
  • Experience in conducting field investigations and performing engineering geology evaluations.
  • Knowledge and/or experience in maintaining water quality and facility data in databases, maintaining electronic content management systems, and/or responding to Public Records Act requests.
  • Knowledge and/or experience to effectively plan, prioritize, and track complex projects to meet deadlines and achieve organizational goals.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial 12-point font and normal margins .

The SOQ must clearly describe how your knowledge, experience, and skills, as relating to each of the Desirable Qualifications, have prepared you to excel in the duties described in the Duty Statement.

Please include the number of years of experience and specific examples of the knowledge, experience, and/or skills that you possess, if any, for each of the Desirable Qualifications described above.
