The GovCon AR/Biller is responsible for accurately billing government and commercial clients in compliance with complex contract terms, funding limits (CLINs), and federal regulations. This role bridges project management, contracts, and finance to maintain healthy cash flow and audit readiness.
Key Responsibilities
- Contract Analysis & Setup: Read and interpret government contracts, task orders, and modification terms to set up customer accounts, billing structures, and CLINs in the ERP system.
- Invoice Preparation: Prepare and generate accurate invoices for labor, travel, other direct costs (ODCs), and indirect rates across various contract types (Firm-Fixed-Price, Time & Materials, Cost-Plus-Fixed-Fee, and Milestones).
- Portal Submissions: Submit official invoices and public vouchers through government portals such as Wide Area Workflow (WAWF), Invoice Processing Platform (IPP), or agency-specific systems.
- AR & Collections Management: Monitor accounts receivable aging reports, track payment statuses, follow up on suspended or rejected invoices, and apply cash payments.
- Expense & Travel Processing: Review and audit employee travel and expense reports against federal (JTR/FAR) guidelines and company policy before billing clients.
- Cross-Functional Support: Collaborate with Project Managers, Contracts administrators, and Finance leadership to resolve funding, burn rate, or billing discrepancies.
Required Qualifications
- Education: High school diploma required; Associate's or Bachelor's degree in Accounting, Finance, or Business preferred.
- Experience: 2 to 5 years of dedicated accounts receivable, general billing, or government contract billing experience.
- GovCon Knowledge: Familiarity with federal acquisition rules (FAR/DFARS) and contract structures (FFP, T&M, CPFF, LOE).
- Software Proficiency: Hands-on experience with GovCon ERP systems (such as Deltek Costpoint, Unanet, or QuickBooks) and advanced Microsoft Excel skills.
- Portal Familiarity: Practical use of WAWF, IPP, or similar electronic invoicing platforms.
