Tree Maintenance Supervisor
The City of Jersey City is seeking a qualified and experienced Tree Maintenance Supervisor for the Department of Public Works, Division of Forestry. Under direction, supervises and works with developers, contractors, other City agencies, utility entities and field staff; may perform inspections and supervise field work crews as needed; does other related duties as required.
Examples Of Duties
• Responsible for permitting pruning, removal and installation of trees in accordance with Jersey City Municipal code and the Forestry standards. • Liaison between contractors, other city departments and governmental agencies for tree planting, pruning, removal and construction protection requirements. • Collects and delivers deposits into the City Tree Fund. • Conducts site visits to verify permits are carried out in accordance with city tree code and Forestry standards. • Supervises and works with crews performing tree and shrub maintenance tasks. • May use air spade, pole shears, saws, axes and other cutting tools to prune trees or remove dead limbs as needed • Visually inspects construction projects in proximity of trees to ensure City Standards and Code are followed and trees are preserved and undamaged by work. • Maintains all permit and plan records in an organized manner utilizing City software • Supervises and instructs contractors and other agencies on the Jersey City Forestry Standards and City Tree Code. • Prepares clear, sound, accurate and informative reports containing findings, conclusions and recommendations. Conducts and supervises the maintenance of essential records and files. • Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Essential Skills
• Knowledge of potential construction impacts and tree preservation techniques and standards • Ability to understand and communicate rules and standards clearly and directly, in person and via email or phone, to various stakeholders involved in a project • Knowledge of current NJDOT guidelines for traffic control when working in public rights-of-way. • Knowledge of the methods, practices, tools and materials used in the care and maintenance of trees and shrubs. • Knowledge of basic tree biology and pathology • Knowledge of the occupational hazards and safety precautions involved in tree maintenance work. • Knowledge of tree appraisal methods • Knowledge of the common varieties of trees and their structure. • Ability to supervise City and private staff and evaluate the performance of their work and adherence to Standards. • Ability to lift, push, and pull heavy objects for short distances. • Ability to read, write, understand and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. • Ability to utilize Microsoft suite programs such as word, excel and SharePoint
Qualifications
Required Education: High School Diploma or GED required. Bachelor's degree preferred. Required Experience: Three (3) years of experience in the field or Arboriculture or related field care and maintenance of trees and shrubs, which shall have included the preservation of trees near construction; one (1) year of which shall have been in a lead worker or assistant supervisor capacity. Required License: Appointees must possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. Appointees may be required to possess an International Society of Arboriculture (ISA) certification or New Jersey Licensed Tree Expert/ NJ Licensed tree care operator certification, TRAQ preferred RCA certification preferred.
