MCSAP Compliance Specialist The Montana Department of Transportation is recruiting for a MCSAP Compliance Specialist. This position performs motor carrier compliance reviews and safety audits in accordance with state and federal law including commercial vehicle inspections, equipment checks and verification of driver documentation through random selection, by direct observation, and testing. This includes review of commercial motor carrier payroll, worker’s compensation, employee drug testing, and other employment records; and examination of driver and carrier records for accurate entries. This position researches, analyzes, evaluates, and reinforces laws, regulations and policies to identify and avoid potential violations by motor carriers, vehicles, and drivers. Compliance Specialist I Work at this level is on the job training and involves assisting level II and level III MCSAP Compliance Specialists in conducting compliance reviews, safety audits and inspections. The incumbent must attend and successfully complete certification training courses and complete supervised commercial motor vehicle inspections to be considered for level II. Level II certification is expected within six to twelve months from date of hire. Compliance Specialist II Work requirements include successfully completing and retaining certification at the following Commercial Vehicle Safety Alliance (CVSA) certification courses: North American Standard Inspection (NASI Part A and B) General Hazardous Materials Inspection (GHM) Cargo Tank Inspection (CTI) Other Bulk Packaging Inspection (OBP) The incumbent must attend and successfully complete Level II certification training courses, inspections, investigations and safety audits to be considered for level III. Level III certification is expected within twelve to eighteen months from date of hire, or if hired at level II, it is expected that the incumbent will complete level III regimens within six (6) months. Knowledge, Skills and Abilities Thorough knowledge of Federal and state statutes, rules and regulations regarding the operation of commercially operated vehicles including hazardous materials. Working knowledge of theories and practices of auditing, accounting or management safety review procedures. Knowledge of carrier record keeping systems as they apply to Federal and state requirements. Skill in operation of a motor vehicle; use of personal computers, business software applications, office equipment and various peripheral devices, such as scanner, digital, modems, etc. Skilled in effective verbal and written communication, diffusing volatile situations. Customer orientation/service, decision making, personal accountability and ownership, leadership, communication, ethics, negotiations, flexibility and adaptability, teamwork, creativity and problem-solving.
