OBH Special Projects Assistant

The OBH Special Projects Assistant, Department of Human Services (DHS), Office of Behavioral Health (OBH), under the supervision of the OBH Sr. Manager of Special Projects and in support of the OBH Projects Specialist assists with the development of various behavioral health projects, state initiatives and grants for the Bureau of Mental Health Services (BMHS), the Bureau of Drug and Alcohol Services (BDAS) and with OBH Program Operations. Incumbent assists OBH administration with drafting policies, procedures, reports and provides planning support and analyses.

If hired for this position, you would be an employee of our partner agency, Community Family Advocates working onsite at Allegheny County DHS.

Essential Duties and Responsibilities

• Project Development
  • Works in collaboration with the OBH Operations unit, Projects Specialist and other staff as designated on the development, design, and implementation of projects and related materials.
  • Reports to the OBH Manager of Special Projects and or other OBH administration in areas that may include, but are not limited to:
  • Data collection for reports and plans, data analyses and review, and creating reports and plans.
  • SharePoint creation and maintenance for respective Bureau files and projects.
  • Transition Age Youth (TAY) Booklet (and other TAY activities, as needed).
  • Creation of promotional documents such as informational one-pagers on various topics for OBH (How-to manuals).
  • OnBase filing system and user manual.
  • Government Performance and Reporting Act (GPRA) data entry for Federal grant funded projects.
• Assists with the Medical Assistance Transportation Program (MATP) weekly report and Client Satisfaction project.
• Assists, as needed, staff who implement the Stand Together anti-stigma campaign:
  • Designs handouts.
  • Downloads and uploads survey data into Qualtrics and analyzes that data.
  • Researches and reviews event formats for Stand Together Recognition Event.
• Provides staff support as requested on other internal special projects.
• Assists with development of emergency response plans.

• OBH Planning
  • Assists, as required, on planning tasks for behavioral health services and initiatives.
  • Assists with planning and facilitating technical assistance to behavioral health program operations and contracted providers.
  • Prepares required studies and reports.
  • Supports the OBH Manager of Special Projects with preparation of required plans for behavioral health care system development in keeping with Federal, State and County guidelines (e.g., Olmstead, Block Grant).
• Meetings, Records and Policies, as necessary
  • Attends and participates in workshops, in-services and seminars to increase proficiency.
  • Develops and maintains a current knowledge of the latest practices, principles and techniques through use of journals, regulations and guidelines to provide optimum technical assistance and planning, as needed.
  • Prepares written reports and data, as needed.
• Administrative
  • Performs general administrative duties or other special projects, as requested by the Assistant Deputy Director, Program Operations or Deputy Director, OBH which include but are not limited to researching clients in the state HCSIS program who may dually enrolled in mental health and LIFE services.

Supervisory Responsibilities

From time to time the employee will be required to perform additional tasks and duties as required by the employer.

Knowledge, Skills and Abilities

• Ability to sit (2 plus hours), traverse the building and carry up to 20 pounds (files, books, etc.).
• Ability to communicate in a clear and concise manner, both orally and in writing, with a diverse group of people.
• Ability to navigate in the community on related work assignments.
• Ability to perform computer tasks (e.g., extract data from a variety of sources, aggregate data, analyze data, etc.).
• Capacity to design and present data to stakeholder groups external to OBH.
• Interact in a professional manner with County and provider staff, consumers and the general public.
• Consistently advocate for the mission of the Allegheny County Department of Human Services.
• Function at a high level of independence with minimal supervision.
• Possess a working knowledge of Microsoft Office Suite (Excel, Word, PPT, etc.).

Education/Experience Requirements

• Bachelor's degree in human services or related field
• A minimum of two or more years of professional responsibility in human services or human development programs
• Two or more years of experience with sophisticated computer-based applications is a plus

Certificates, Licenses, Registrations

Act 33 and 34 clearances.

Valid driver's license and access to a reliable vehicle.
