This position’s primary focus is on HR payroll, benefit analysis, and recruitment for CYFD. The Human Resources Generalist III applies advanced human resources principles to facilitate the recruitment, hiring, processing payroll, and maintenance and monitoring of benefits for CYFD employees and associated agencies. The payroll/benefits side involves collaboration with oversight agencies such as SPO, DFA, GSD / RMD, EBB and ERISA Administrative Services. The recruitment side works with hiring managers through the entire recruitment lifecycle. The role includes reviewing and analyzing compensation actions, ensuring alignment with internal comparisons, addressing inequities or discrepancies, processing payroll‑related documents, and auditing entries while maintaining employee data integrity. Responsibilities include verification of job data, activation of deductions, confirmation of FLSA status, and processing terminations, retirements and dismissals. How does it get done? Recruitment - 50% Process applicants in SHARE Talent Administrator to generate certified interview lists and certify applicants for hiring managers to interview. Enter hires and transfers through Manage Hires and via Recruitment Waivers. Create, analyze, correct and write HR recommendations on Compensation Action Request Forms (CARFs). Understand appropriate placement and the use of Comparable Spreadsheets and compa ratios for each division and department within CYFD. Extend offers to selected candidates and coordinate their start dates with hiring managers. Track the entire recruitment process for each job order and position, building strong relationships with Hiring Managers and delivering high‑level customer service. Payroll/Benefits - 50% Apply advanced human resources principles to process payroll and maintain and monitor benefits for CYFD employees, partnering with oversight agencies such as SPO, DFA, GSD/RMD/EBB and ERISA Administrative Services. Process payroll‑related documents and audit entries; address compensation and benefits inequities or discrepancies. Verify job data, activate/inactivate time reporter, confirm work‑group and task‑group matches, verify bargaining unit and FLSA status, activate deductions, and verify the payroll cycle. Duties include processing terminations, retirements, dismissals, and conducting time‑sheet and leave balance reviews. Provide sound processing, guidance, and information on federal and state law, SPB Rules, and internal policies as required. Assist Management and employees with problem‑solving on complex HR assignments. Maintain personnel files for new hires and position actions. Audit payroll and benefit actions and ensure data accuracy in the SHARE Human Capital Management System. Collaborate with DFA to ensure employees are paid correctly. Ideal Candidate Will be knowledgeable in the following areas: SHARE Human Capital Management System (HCM) State Personnel Board Rules, and federal and state laws. Must be able to demonstrate and deliver the following: Ability to multi‑task. High attention to detail. Prioritization while maintaining accuracy and confidentiality. High level of customer service. Bachelor’s Degree in any field and one year of experience in human resource operations, recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, or HR‑related training experience. Any combination of education and experience totaling five years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver’s license and a current defensive driving course certificate from the State of New Mexico. Pre‑employment background investigation is required and is conditional pending results. Working Conditions Work is performed in an office setting with exposure to visual/video display terminal (VDT) and extensive personal computer and phone usage.
