Summary The Fair Trade Practices Program (FTPP) Packers and Stockyards Division (PSD) administers the Packers and Stockyards Act of 1921, as amended and supplemented. The Packers and Stockyards Act (Act) is a competition, trade practice and financial protection law. The incumbent serves as a Financial Systems Analyst in the Central Reporting Unit (CRU) located in the Western Regional Office. The CRU is designed to more efficiently process Annual Reports (AR) and Custodial Special Annual Reports (CSAR). Learn more about this agency Duties Help
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Traces transactions to identify the source of discrepancies and makes corrective action to bring accounts into agreement.
- Documents the accuracy of adjusted accounts and recommends solutions to prevent recurrence of similar discrepancies.
- Compiles and verifies the accuracy of accounting data to prepare statements and reports, schedules, and comparative analyses of accounting transactions.
- Identifies changes in business operations, sets financial instruments levels, identifies financial violations, and firms at risk for financial failure or possibly providing false information.
- Uses data included on reports to determine levels of solvency, custodial account balances, and whether financial instrument increase is necessary.
- Reviews the functional design of systems and recommends improvements.

- All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
- Accounting, finance, business, auditing, or related discipline to ensure accuracy of the Annual and Special reporting requirements provided to the Regional Offices and Headquarters.
- Automated database systems such as Microsoft Word, Excel and PowerPoint.
- Accounting methods, procedures, and techniques to validate transactions and perform research to resolve inconsistencies.
- Statutory reporting requirements and understanding of how service process notices are issued resulting from non-compliance with reporting requirements and tracked for potential legal actions.
- Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): Visit the OPM website for information on how to apply as a CTAP, RPL, or ICTAP eligible. - First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
- Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
- A final salary determination will be made upon selection.
- This position is represented by a collective bargaining unit (union), specifically the American Federation of Government Employees (AFGE).
- The position requires walking and standing in conjunction with travel to and attendance at training, meetings, and conferences away from the worksite.
- The work is primarily conducted in a typical office environment and requires intense data entry and computer skills.
- Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
