The work you will do:

Contract Manager / Support Services Office

The Purchasing Analyst is responsible for developing, reviewing, and managing contract scopes, terms, budgets, deliverables, and performance measures in compliance with Florida Statutes and FDOT policies. The role ensures financial and performance integrity by evaluating costs, contractor reports, and documentation. It requires coordination with procurement, legal, leadership, and other internal stakeholders to support contract decisions, monitor deadlines, resolve issues, and prevent service disruptions. The position also maintains audit ready documentation, prepares tools and templates, and provides administrative and operational support as needed.

Annual Salary Range: $46,325.03 - $59,950.04

Your specific responsibilities:

Develop scopes of work, contract terms, deliverables, budgets, and performance measures. Prepare renewals and amendments. Ensure all contract documents comply with Florida Statutes, FDOT policies, and procurement requirements. Review and validate scopes, deliverables, budgets, payment structures, and performance measures for accuracy, consistency, acceptability, and alignment with available funding. Provides administrative assistance and operational support as needed. Review and verify costs, expenditures, rate structures, and budget adherence for compliance with contract terms and state requirements. Evaluate acceptability of charges and supporting documentation. Request corrections, clarifications, or additional information as needed to ensure financial integrity and compliance. Review and evaluate contractor reports, deliverables, data submissions, and performance. Document findings, identify deficiencies or inconsistencies, and ensure timely follow up or corrective action in accordance with contract requirements and agency standards. Coordinate with program leadership, procurement, legal, quality improvement, and other internal stakeholders to support contract decisions and resolve issues. Communicate requirements, deadlines, fiscal expectations, and compliance guidance to contractors and staff. Monitor contract expirations, routing status, deliverable deadlines, and payment schedules. Identify and escalate risks to prevent service disruptions or funding impacts. Compile scope and budget inputs, prepare supporting documentation, and coordinate with procurement on timelines and processes. Prepare tools, templates, agendas, and supporting materials for contract activities. Maintain complete, accurate, and audit ready files in required systems. Organize and retain financial and program documentation in accordance with state retention schedules and version control standards.

The successful candidate will have the following required knowledge, skills, and abilities:

Knowledge of maintenance contracts, procurement processes, purchasing regulations, and the contract administration lifecycle. Knowledge of systems such as MFMP, AOD and FACTS. Skills in reviewing scopes of work, deliverables, and performance measures; applying procedures; and preparing documents and spreadsheets in Excel and Word. Skills in organizing work, managing multiple priorities, and communicating effectively, both verbally and in writing. Ability to evaluate bids and proposals, interpret contract plans and specifications, analyze and resolve issues, and facilitate meetings. Ability to develop and deliver training, maintain accurate documentation, meet deadlines, and apply rules, regulations, and FDOT policies effectively.

Minimum qualifications:

Experience in contract management, fiscal review, or procurement is highly desirable. Valid class E driver's license. High School Diploma or equivalent. FCCM certification or ability to achieve FCCM within 6 months of hire.
