The City of Upland Public Works and Development Services Department are seeking a highly motivated and innovative journey-level engineering professionals to serve as Associate Engineers. Essential Duties and Responsibilities

• Performs planning, design, and construction management duties for public works, construction, and environmental programs and projects and water and wastewater utility projects; conducts project feasibility studies; prepares drawings, plans, and specifications; oversees and/or performs survey tasks; ensures construction materials used on City projects meet project quality and quantity standards and expectations.
• Researches and identifies project design requirements including hydrology, traffic and soils reports and calculations, as well as grading, sewer, water plans, traffic studies, and similar documents, such as parcels and tract maps and studies; reviews drawings and details of construction and implementation plans; prepares conditions for approval.
• Conducts routine and/or unique professional engineering studies relating to present activities and future projects; prepares reports and makes recommendations relating to the conduct of engineering activities or to the acceptance of contracts and bids received for proposed projects.
• Prepares and/or participates in the preparation and review of preliminary and final engineering plans, cost estimates, cost analysis studies, specifications, and schedules for public works and utilities construction and/or environmental projects including roads, sewers, water systems, storm drains, and related projects.
• Prepares and/or assists in the preparation and administration of contracts for a variety of engineering consulting services including planning, environmental review, and design; participates in determining scope of projects; prepares requests for proposals; assists in and/or conducts pre-bid and pre-construction conferences; provides input into the consultant selection process; directs the work of contracted service providers.
• Serves as project manager and/or participates in oversight of routine projects; participates in and/or prepares and monitors project schedules; monitors and reviews project design and construction activities; monitors contractor's work.
• Inspects project sites to monitor progress and ensure conformance to design specifications and safety standards; confers with project managers, contractors, and others on status and issues, as appropriate.
• Provides support to maintain, update, and analyze planning information and tools in Geographic Information System (GIS) database; uses computers and software programs and technical databases for various modeling scenarios, planning projects, and studies; manages and updates data for hydraulic modeling; coordinates data collection and distribution with respect to planning facilities.
• Attends a variety of committee meetings with agency staff and stakeholders, developers, utilities agencies, and others to provide input into proposed development projects; provides technical assistance to developers, consultants, and contractors to ensure adequate and appropriate project information and to provide input on regional utility issues.
• Prepares and reviews master plans, technical studies and reports, and engineering analyses including, but not limited to, roadway, traffic, infrastructure, water, recycled water, wastewater, storm drains, stormwater, and solid waste projects.
• Prepares and reviews regulatory compliance reports for a variety of regulatory agencies; prepares a variety of technical and narrative reports and makes recommendations to agency staff, internal and external committees, and the City Council, as necessary; prepares general correspondence such as letters, memos, and reports.
• Administers consultant and construction contracts; investigates field problems affecting property owners, contractors, and maintenance operations; prepares progress reports; reviews and coordinates the submission and approval of construction specifications and ensures compliance with plan specifications.
• Participates in, evaluates, and reviews the appropriateness of implementing new methods, products, and materials related to engineering projects.
• Attends public counter to assist the public with their engineering related questions, as assigned.
• Observes and complies with City and mandated safety rules, regulations, and protocols.
• Performs other duties as assigned.

Qualification Guidelines

Knowledge of:

• Principles and practices of civil engineering as applied to public works methods, materials, and techniques used in the construction of complex public works projects including water, stormwater, street, and traffic systems design.
• Principles and practices of environmental impact assessment and related regulatory processes for assigned projects.
• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports.
• Principles of advanced mathematics and their application to engineering work.
• Project documentation development techniques including drafting, mapping, drawings, and specifications.
• Civil engineering principles, techniques, policies, and procedures.
• Computer-aided design and drafting principles and techniques.
• Engineering computer applications currently in use by the City.
• Civil engineering drafting materials, techniques, and instruments.
• Nomenclature, symbols, methods, practices, and instruments used in engineering drafting, mapping, and surveying.
• City codes and ordinances, and various rules and regulations affecting departmental operations.
• Land development principles and associated documentation such as property legal descriptions.
• City procedures for steering land improvement or development project works from inception to approval.
• General design, layout, and construction practices for public improvements such as streets, storm drains, grading, and landscaping.
• Construction management principles and practices.
• Basic principles and practices of capital improvement program budgeting, cost estimation, funding, and contract administration.
• Principles and practices of project management.
• Applicable federal, state, and local laws, regulatory codes, and procedures relevant to assigned area of responsibility.
• Recent and on-going developments, current literature, and sources of information related to the engineering, development, and construction fields.
• City and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
• Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to:

• Perform a variety of professional engineering duties in support of the City's construction and environmental development projects.
• Prepare complex engineering computations and check, design, and oversee the preparation of various engineering plans and reports.
• Conduct research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
• Utilize basic and advanced engineering techniques to evaluate complex project design or construction issues.
• Prepare accurate estimates of costs, schedules, materials, and personnel resources required for assigned projects.
• Gather, analyze, and interpret a variety of complex technical data.
• Plan and coordinate environmental review, plan checking, and conditional approval of tentative maps and related plans for various public and private development projects.
• Prepare specifications, reports, correspondence, plans, plats, petitions, diagrams, profiles, and cross sections, and material and cost estimates.
• Prepare, analyze, understand, and interpret engineering construction plans, specifications, and other contract documents, and determine conformance with applicable laws and standards.
• Read and interpret maps, plans, sketches, schematics, diagrams, and blueprints.
