You will serve as Senior Budget Analyst and serves as advisor to senior Level officials and top management throughout the Coast Guard (CG)

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Leading the apportionment, rescission, reprogramming and funds control of CG general funds across various treasury fund codes. .
• Serving as the technical expert on Federal Appropriations Law and budgetary policy.
• Acting as a primary contact for Audit deliverables and internal process reviews.
• Providing budgetary advice to senior leadership
• Reviewing work of junior budget analysis
• Facilitating the acquisition and use of personnel and funding resources

As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the Excepted service. You will obtain competitive status after two years of service in this position [if applicable]. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. The DHS Office of General Counsel will enforce prohibitions on prohibited personnel practices and not the Office of Special Counsel.

Qualifications

To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

• Mastery of and ability to apply the concepts, principles, practices, laws, and regulations of federal budget execution, and funds control.
• Analyzing and executing the budget for national level programs with budget authority exceeding 100 million dollars.
• Reviewing and applying complex financial policies and procedures and ability to develop,
  recommend, and implement budgetary and financial policies to improve controls or outcomes at the agency level.
• Comprehensive knowledge of and skill in using OMB, Treasury, and government standard accounting systems as well as industry standard computer software applications as applied to the processes, principles and techniques to analyze and manage budget program execution .
• Oral and written communication, Expertise in developing and presenting financial reports and summaries to leadership and external audiences.
