Project Manager II

MBC Holdings, Inc.

I. Summary Project Manager II is responsible for the successful planning, execution, financial performance, and closeout of heavy civil site-development projects for private commercial clients, including data centers, distribution centers, warehouses, and similar large-scale developments. Project scopes include earthwork, mass excavation, grading, building-pad preparation, underground utilities, stormwater systems, roadways, parking areas, and related site infrastructure. The PM2 takes primary ownership of assigned projects from bidding through final completion, managing scope, schedule, cost, client relationships, subcontractors, suppliers, documentation, and field coordination. This role works closely with owners, developers, general contractors, engineers, and field leadership to deliver sitework safely, profitably, and in alignment with overall development schedules, phased turnover requirements, and contract obligations. The PM2 reports to the Group Manager and is expected to proactively communicate bid challenges, project risks, cost impacts, schedule concerns, changing conditions, and issues that may create a scope or cost deviation from the original project plan. II. Essential Functions Project Leadership & Client Management Lead assigned commercial and industrial site-development projects from preconstruction through final completion, ensuring successful outcomes for both the client and Miller Bros. Const., Inc. Serve as a primary point of contact for owners, developers, general contractors, engineers, subcontractors, suppliers, utility providers, and other project stakeholders. Align sitework execution with overall construction milestones, including building-pad turnover, utility availability, construction access, and phased completion. Provide a high level of client satisfaction through responsive communication, proactive planning, reliable execution, and timely resolution of project concerns. Maintain positive working relationships with clients, employees, subcontractors, vendors, adjacent property owners, and the public. Regularly communicate project status, financial performance, schedule, risks, opportunities, and significant issues to the Group Manager. Estimating, Preconstruction & Contract Management Prepare bids and detailed cost estimates for commercial sitework using HCSS HeavyBid, including review of plans, specifications, geotechnical reports, schedules, contracts, and other bid documents. Evaluate earthwork quantities, cut-and-fill balance, material suitability, import and export requirements, haul routes, disposal options, dewatering, and potential soil stabilization needs. Procure and evaluate subcontractor, supplier, material, trucking, and rental quotes to confirm pricing, scope coverage, exclusions, availability, and compliance with project requirements. Identify project risks, constructability concerns, scope gaps, utility conflicts, long-lead materials, and potential cost or schedule impacts; review pricing strategy, assumptions, and major risk items with the Group Manager before bid submission. Evaluate construction phasing, site logistics, access requirements, and coordination needs associated with concurrent building construction and other trades. Plan and lead internal pre-job meetings and coordinate owner/client preconstruction meetings to align project teams on scope, schedule, production expectations, resources, safety requirements, and startup documentation. Prepare, manage, and maintain contract documents from award through closeout, including subcontracts, purchase orders, RFIs, submittals, change orders, correspondence, plans, specifications, and revisions. Represent MBC in owner, client, and project meetings; manage additional work, contract notices, change orders, and closeout activities to protect project scope, schedule, profitability, and client relationships. Project Controls & Financial Management Develop, maintain, and manage project budgets, cost forecasts, schedules, production expectations, and financial performance with a focus on maximizing project profitability. Monitor labor, equipment, materials, quantities, trucking, subcontractor costs, and production against the original estimate and current project budget. Track earthwork movement, material handling, utility installation, and other key production activities to identify inefficiencies and support timely adjustments. Review HCSS HeavyJob, CGC, and field reporting regularly for cost, payroll, equipment, quantities, and production accuracy; identify variances and coordinate corrective actions with field leadership. Prepare accurate and timely monthly ECAC and cost-to-complete forecasts, identifying changes in projected margin, risks, opportunities, and required corrective actions. Evaluate the financial and schedule impacts of design revisions, differing site conditions, weather disruptions, acceleration requests, and changes in construction sequencing. Manage change-order pricing and cost reconciliation to ensure additional work is properly documented, priced, approved, and reflected in project financial systems. Oversee project billing, accounts receivable follow-up, project-related accounts payable, and other fiscal responsibilities through final financial closeout. Field Coordination & Operations Coordinate daily and long-range project activities with Superintendents and Foremen to maintain schedule, production, quality, and profitability goals. Coordinate personnel, equipment, subcontractors, suppliers, trucking, materials, and project sequencing with field and operational leadership. Manage sitework sequencing for clearing, earthwork, grading, building-pad preparation, underground utilities, storm drainage, detention systems, and assigned paving or site-improvement scopes. Coordinate building-pad and work-area turnover with the general contractor and other trades, confirming required elevations, compaction, testing, access, and acceptance documentation. Coordinate utility installation, tie-ins, testing, inspections, and service-provider interfaces within MBC’s contracted scope. Plan construction access, haul routes, staging areas, temporary drainage, and material storage to support efficient operations as the site develops. Review project scopes, plans, specifications, schedules, geotechnical recommendations, and quality requirements with field supervision. Coordinate surveying, layout, geotechnical testing, and required inspections to support accurate construction and timely acceptance. Perform regular site visits and walkthroughs with field leadership to evaluate safety, quality, productivity, schedule, upcoming work, and client concerns. Anticipate challenges such as unsuitable soils, groundwater, utility conflicts, weather-sensitive work, and overlapping trade activities; collaborate with operations and project stakeholders to resolve issues. Provide project-specific direction and evaluate the performance of field supervision, subcontractors, suppliers, and service providers; communicate significant concerns or recommended changes to the Group Manager. Project Documentation & Reporting Ensure required project records and field reports are completed accurately and on time, including production data, trucking tickets, material receipts, equipment reporting, T&M/force-account records, and SWPPP documentation. Maintain accurate and current project files, plans, specifications, revisions, correspondence, RFIs, submittals, change orders, schedules, and supporting documentation. Track quantity changes, earthwork assumptions, material import and export, and differing site conditions to support cost control and change management. Review field reporting for accuracy and coordinate corrections with Superintendents and Foremen before information is incorporated into project cost and production reporting. Document and communicate design changes, delays, owner requests, access restrictions, differing conditions, and other events affecting scope, cost, schedule, or contractual obligations. Maintain required testing, inspection, utility acceptance, as-built, and turnover records within MBC’s scope. Provide regular reporting to the Group Manager on schedule performance, cost position, production, outstanding changes, client issues, risks, and upcoming project needs. Safety & Compliance Demonstrate active leadership in MBC safety expectations and promote a safe working environment across all assigned projects. Ensure projects comply with applicable OSHA standards, MSHA standards when required, MBC Safety Programs, and client/owner safety requirements. Work with Safety leadership, Superintendents, and Foremen to reinforce Site Sense talks, pre-task planning, hazard awareness, and safe work practices. Incorporate excavation and trench safety, underground utility protection, equipment and pedestrian separation, haul-road safety, and subcontractor coordination into project planning and execution. Coordinate compliance with applicable erosion-control, stormwater, environmental, and permit requirements within MBC’s contracted responsibilities. Identify and address safety concerns promptly and ensure proper safety practices are incorporated into project planning, scheduling, and field execution. III. Job Requirements Qualifications Bachelor’s degree in Construction Management, Civil Engineering, or a related field preferred. Minimum five years of progressive project management and/or estimating experience in heavy civil construction, with relevant commercial or industrial site‑development experience. Demonstrated experience independently managing site‑development projects involving earthwork, mass grading, building‑pad preparation, underground utilities, storm drainage, and related civil infrastructure. Experience managing projects from bidding through closeout, including budgets, forecasts, schedules, change orders, billing, subcontractors, suppliers, and client relationships.
