CA Ridgecrest China Lake - Ridgecrest, CA 93555 US (Primary) Category Health Professions and Safety Job Type Full-time Typical Pay/Range: $90,000 to $113,000 Annually Education: Bachelor's Degree Travel: Security Clearance Required Secret Position Overview and Primary Duties and Responsibilities (Essential Functions) The Environmental/Energy Manager is responsible for planning, implementing, coordinating, and overseeing environmental compliance, sustainability initiatives, energy management programs, and water conservation efforts in support of Base Operations Support (BOS) services at NAWS China Lake. The Environmental/Energy Manager serves as the primary point of contact for environmental and energy-related matters and ensures compliance with all applicable federal, state, Department of Defense (DoD), Department of the Navy (DON), and installation‑specific environmental and energy requirements. The Environmental/Energy Manager shall provide technical expertise, regulatory oversight, program management, reporting, inspections, training, and continuous improvement support for environmental and energy management programs associated with facility operations, maintenance, construction support, utility systems, and infrastructure services performed under the contract. Pay Rate: $90,000 to $113,000 Annually Required Qualifications and Experience Environmental Compliance Ensure compliance with all applicable environmental laws, regulations, permits, and contract requirements. Monitor environmental programs associated with BOS operations. Conduct environmental inspections, audits, and assessments. Develop corrective actions and track resolution of identified deficiencies. Coordinate with Government environmental personnel and regulatory agencies. Maintain environmental compliance documentation and records. Support implementation and maintenance of the installation's Environmental Management System. Monitor EMS objectives, targets, and performance indicators. Assist in conducting EMS internal reviews and audits. Recommend continuous improvement initiatives. Develop and support energy conservation programs. Monitor facility energy consumption and identify opportunities for reduction. Assist in implementation of energy‑efficient technologies and best practices. Support utility optimization and energy resiliency initiatives. Track energy performance metrics and report progress. Water Conservation Support water management and conservation programs. Identify opportunities to reduce potable water consumption. Monitor water‑use trends and recommend efficiency improvements. Assist in leak detection and water‑loss reduction efforts. Support renewable energy initiatives including solar, battery storage, and other alternative energy systems. Assist with implementation and monitoring of renewable energy projects. Track renewable energy performance and reporting requirements. Develop and conduct environmental awareness training for contract personnel. Ensure employees receive required environmental compliance training. Reporting Prepare monthly, quarterly, and annual environmental and energy reports. Provide recommendations for program improvements. Support Government reporting requirements. Maintain accurate records of inspections, findings, corrective actions, and program metrics. Sustainability and Resiliency Support installation sustainability goals. Assist with climate resiliency planning initiatives. Promote environmentally responsible business practices. Regulatory Knowledge The Environmental/Energy Manager shall maintain familiarity with applicable requirements including, but not limited to: National Environmental Policy Act (NEPA) Resource Conservation and Recovery Act (RCRA) Clean Air Act (CAA) Clean Water Act (CWA) Safe Drinking Water Act (SDWA) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Emergency Planning and Community Right‑to‑Know Act (EPCRA) Pollution Prevention Act (PPA) Energy Independence and Security Act (EISA) Executive Orders related to sustainability and energy management Federal Energy Management Program (FEMP) requirements California Environmental Quality Act (CEQA)California hazardous waste regulations Applicable Navy, DoD, NAVFAC, and installation‑specific environmental directives Education Bachelor's degree in Environmental Science, Environmental Engineering, Natural Resources, Sustainability, Energy Management, Engineering, Biology, Chemistry, or a related field. Equivalent combination of education, technical training, and experience may be considered. Experience Minimum of two (2) years of experience managing or supporting environmental programs, energy management programs, or environmental compliance activities similar in scope and complexity to those required under this contract. Experience supporting federal, military, industrial, municipal, or large commercial operations preferred. Experience working with Environmental Management Systems (EMS) preferred. Ability to traverse industrial, construction, and remote operational areas. Ability to work in varying weather conditions common to the Mojave Desert region.
