Township of Upper Darby
Code Enforcement Officer
Upper Darby Township is a municipal government where every day we embrace the idea that Upper Darby is the World in One Place. We are proud of our employees-individuals from all walks of life with deep ties to the township-who work together to promote the health and well-being of our community. Upper Darby's history is rich and far-reaching, spanning colonial America, the founding of our nation, and beyond. The township's population has evolved with each era, reflecting the diversity of both the United States and the wider world. Employees interested in the township's history are encouraged to explore the Upper Darby Historical Society.
Looking for an opportunity to make a direct impact in the community? Upper Darby Township is seeking a detail-oriented and customer-focused Code Enforcement Inspector to join the Department of Licenses & Inspections. This position plays an important role in preserving neighborhood quality, promoting public safety, and ensuring compliance with Township codes and ordinances through inspections, investigations, and enforcement activities. The Code Enforcement Inspector works closely with residents, property owners, landlords, tenants, businesses, and community stakeholders to support safe and well-maintained properties throughout the Township.
Key responsibilities include conducting rental property inspections, Use & Occupancy inspections, and property maintenance inspections; investigating complaints; documenting violations; issuing notices, tickets, citations, and other enforcement actions; and conducting follow-up inspections to verify compliance. The position also involves maintaining detailed records, preparing reports and supporting documentation, participating in hearings and court proceedings when necessary, and coordinating with Township departments on enforcement initiatives and community improvement efforts. The ideal candidate will possess strong observational, investigative, and communication skills, along with the ability to apply Township codes fairly and consistently. Successful applicants will be organized, professional, and comfortable working independently in the field while interacting with a diverse range of residents and stakeholders. This is an excellent opportunity for someone who enjoys problem-solving, community engagement, and helping maintain the quality of life within Upper Darby Township.
Monday through Friday, 9:00 a.m. to 4:30 p.m. Occasional evening and weekend availability as required
Comprehensive medical, dental, and vision coverage, plus a pension plan and life insurance. Employees may also obtain supplemental coverage for personal needs.
Qualified candidates must possess a high school diploma or GED, a valid Pennsylvania driver's license, and the ability to operate a Township vehicle. Candidates must successfully complete all required background checks and pre-employment screenings. Applicants must also possess an ICC Property Maintenance & Housing Inspector Certification or be able to obtain the certification within five (5) months of hire. Preferred qualifications include two (2) years of experience in code enforcement, housing inspections, construction, property management, municipal government, public safety, or a closely related field. Additional consideration will be given to candidates who possess ICC certifications beyond the Property Maintenance & Housing Inspector credential, as well as experience with inspection software, permitting systems, and enforcement documentation related to hearings or court proceedings. Applicants must be able to perform field inspections in a variety of weather conditions, enter residential and commercial properties, navigate uneven terrain and stairs, and regularly interact with members of the public, including during difficult or confrontational situations.
