Virginia Western Community College is a two-year public institution of higher education operating under the Virginia Community College System, a statewide system of community colleges. The College operates under the policies established by the State Board for Community Colleges and the Virginia Western Community College Local Advisory Board. Virginia Western is located on a 70-acre campus in southwest Roanoke, VA. The service region of the College includes Roanoke, Salem, Roanoke County, Craig County, Franklin County, and southern Botetourt County. The College was established in 1966 and has grown from an initial enrollment of 1,352 to its current annual enrollment of over 9,000 students in credit courses and more than 1,400 enrollments in fast-track workforce and continuing education courses.

Virginia Western is seeking to fill a Senior Budget Analyst position. The Senior Budget Analyst will be a key member of the college's financial services team overseeing complex budget functions related to major funding sources (state, local, capital, etc.) for the college. The role requires strong analytical and forecasting skills, attention to detail, and the ability to collaborate with others to support sound financial decision-making. The position will conduct fiscal, programmatic, and policy analysis to develop sound operating budget recommendations aligned with policies and funding availability.

The Senior Budget Analyst is responsible for duties related to the oversight, integrity, and analysis of budget projections, budget monitoring and financial data. Duties include financial monitoring and reporting, cash management (state and local), encumbrance reviews, expenditure/voucher submission and monitoring, position control management, fringe benefit tracking, budget development preparation, local funds cash management, and local board reporting. To accomplish this, the Senior Budget Analyst continually monitors activity in the general ledger compared with budget, verifies cash balances, analyzes transactions and discrepancies, and takes corrective action, as necessary. The Senior Budget Analyst provides financial coordination with local funds to maintain compliance with financial requirements. The Senior Budget Analyst serves as a liaison between the Shared Services Center (SSC) to key direct payment vouchers and ensure VWCC's invoices are paid timely to meet prompt pay. The Senior Budget Analyst will routinely monitor transactions in the accounting system to identify adjustments and corrections. Serve as Financial Services' POC for budget questions to departmental budget managers. This position may be called upon to make presentations and prepare information for groups through verbal, written, and/or electronic modalities.
