Permitting and Compliance Specialist (Air) (Hybrid Schedule)

Candidate will be part of a team providing air quality compliance, permitting and technical support to Kinder Morgan’s world class Liquids Terminals and Products Pipeline Business Units (BU’s). This position may be filled at various levels depending on experience and job skills of the successful candidate. This position has the opportunity to work a hybrid work schedule with Monday through Wednesday in the office and Thursday and Friday remote but is not eligible for the 9/80 or ½ day Friday off work schedule. What You Will Do Assist team leadership in budgeting, forecasting, variance analysis and cost tracking, including all General and Administrative (G & A) and Operations and Maintenance (O&M) costs associated with the BU’s Air Permitting and Compliance (APC) team’s activities. Monitor schedules, budgets and evaluate the work of third-party air contractors/consultants. Develop and manage Excel-based tracking tools, including workload and resource tracking. Maintain and update KPI metrics to track organizational performance Perform air permitting and compliance activities including: Complete and submit compliance and emissions reports in accordance with air permit requirements and state and federal regulations for assigned facilities. Evaluate air permitting requirements for operational changes and capital projects. Complete permit applications and obtain permits when required. Support and maintain day-to-day compliance for assigned area/facilities; responsibilities include, but are not limited to: Review and monitor operating parameters to ensure compliance. Respond to inquiries from state and federal agencies. Review and analyze results of emissions testing. Track and interpret air quality regulations and advise management on future potential and likely concerns and issues. Interact directly with federal, state, and local officials, as required. Monthly, maintain up-to-date records of assigned facility emissions within an emissions tracking software. Provide support to Company’s emergency response and reporting requirements, as needed. Other daily, weekly and monthly duties along with special projects, as assigned. What You Need EDUCATION REQUIREMENTS BS or BA in Engineering, Environmental Science, or related field. REQUIRED SKILLS/KNOWLEDGE Minimum of 4 years of relevant oil and gas experience in air media compliance and permitting. Experience with project and financial budgeting and forecasting. Experience in preparing and submitting compliance and emission reports, air permit applications and other environmental compliance requirements/documentation. Working knowledge of the Clean Air Act, state/local/tribal air quality regulations, Title V compliance requirements, source emission calculations using EPA or industry standard procedures, air pollution control technologies, and dispersion modeling. Proficient in using standard spreadsheet, word processing, and database software, including Microsoft Office suite. Strong interpersonal skills, and ability to interact across multiple business units, including, but not limited to: other employees, all levels of management, vendors, agencies, and customers with courtesy and professionalism. Excellent written and oral communication skills, including experience providing training to field/operations and interacting directly with federal, state, or local officials. Successfully perform multiple tasks with strict and completing deadline. Able to work efficiently in a team environment while also being able to work autonomously, as needed, to successfully perform the required and expected duties with minimal direct supervision. Capable of taking directions from supervisors, adhering to required work schedules, focus attention on details and follow work rules. Possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel). Maintain a high regard for personal safety, the safety of company assets and employees, and the general public. Establish and maintain effective working relationships with operations, engineering, and business development management and staff. Proactively plan, organize and oversee assigned responsibilities. Maintain a regular, dependable attendance and high level of job performance. Be available to respond during working hours and non-working hours as required. WORKING CONDITIONS Up to 20% travel is required and anticipated. Job level commensurate with experience and skill sets. May be required to work non-traditional hours as needed. The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed. PREFERRED BACKGROUNDS/KNOWLEDGE Experience with emissions and compliance responsibilities for bulk and liquid storage Terminals and pipeline facilities. Experience coordinating air compliance and management programs with operations personnel. Experience with RACT/BACT/LAER, MACT/NESHAP, NSPS, and NSR. Experience with CEMS, LDAR and OGI. Experience with emissions calculations using AP-42 methodology. Experience related to Greenhouse Gas emissions accounting for ESG and agency reporting is a plus. Experience implementing and/or using Environmental Management Information Systems. Strong diagnostic skills and logical thought processes with the ability to identify and resolve data acquisition issues is a plus.
