COMPANY DESCRIPTION

California Bioenergy LLC (CalBio) is one of the country’s leading developers of dairy digester projects. Our projects generate renewable natural gas and electricity which is used as a vehicle fuel to power clean trucks, buses, and cars. Founded in 2006, CalBio works closely with local dairy farmers, the California Air Resources Board (CARB), the California Department of Food and Agriculture (CDFA), the California Public Utility Commission (CPUC), the California Energy Commission (CEC), the Environmental Protection Agency (EPA), and the dairy industry to develop projects that reduce greenhouse gases (GHGs), protect local air and water quality, create local jobs, and provide a new revenue stream along with other meaningful benefits to its dairy partners. Along with its affiliates, Midwest Bioenergy, Northwest Bioenergy, and Southwest Bioenergy, CalBio is undertaking the development, construction, ownership, and operation of dozens of dairy digester projects across the country.

POSITION PURPOSE

The Fleet and Training Manager is responsible for the overall management, maintenance, compliance, utilization, and lifecycle planning of the company's vehicle and equipment fleet. This role ensures fleet availability to support operations, construction, maintenance, and logistics activities while optimizing costs, maintaining regulatory compliance, and promoting a strong safety culture. This role is responsible for developing, delivering, and tracking driver and equipment operator training programs to ensure a qualified, compliant, and safety-focused workforce. In addition, this position is responsible for developing, delivering, and tracking regulatory and safety training programs to ensure a qualified, compliant, and safety-focused workforce across California Bioenergy.

This position does not have direct reports; however, the Fleet and Training Manager works closely with outside contractors, service companies, and the company responsible for tracking driver experience to coordinate fleet maintenance, compliance, vendor performance, and fleet performance metrics across multiple operating locations.

ESSENTIAL JOB RESPONSIBILITIES

• Manage all company-owned vehicles, trailers, heavy equipment, and support assets for California Bioenergy OpCo and SD OpCo.
• Develop and implement fleet management strategies to maximize equipment availability and reliability.
• Monitor vehicle utilization and identify opportunities to improve efficiency.
• Coordinate vehicle assignments and fleet scheduling with operational departments.
• Maintain accurate fleet asset records and equipment histories.
• Manage compliance training requirements including safety, health, environmental, and fleet operations.
• Assist in all regulatory and environmental compliance activities as required.
• Assist in the management of electrical generation including ABEC, Mainspring and Bloom compliance monitoring and permits.

Preventive Maintenance & Reliability

• Develop and manage preventive maintenance schedules for all fleet assets.
• Ensure inspections, maintenance, and repairs are completed on time.
• Coordinate internal and external repair activities.
• Implement Reliability-Centered Maintenance (RCM) principles where applicable.
• Analyze equipment failures and lead Root Cause Analysis (RCA) investigations.
• Establish standard operating procedures for fleet maintenance activities.

Safety & Regulatory Compliance

• Ensure compliance with: 
  • DOT regulations
  • California vehicle regulations
  • Environmental regulations
  • Company safety policies
• Maintain vehicle registrations, permits, inspections, and licensing requirements.
• Conduct vehicle safety audits and equipment inspections.
• Support accident investigations and corrective action implementation.
• Monitor driver qualification requirements and training compliance.
• Active member of CalBio’s safety committee.
• Assist in all regulatory and environmental compliance efforts, including managing permits across the portfolio, internal and external reporting, inspections, and audit support.

Budget & Cost Control

• Develop and manage fleet operating and capital budgets.
• Monitor maintenance expenditures and fuel costs.
• Evaluate repair-versus-replacement decisions.
• Negotiate service agreements and vendor contracts.
• Identify opportunities to reduce total cost of ownership.

Vendor & Contractor Management

• Manage relationships with repair providers, dealerships, parts suppliers, and equipment manufacturers.
• Evaluate vendor performance, pricing, and service quality.
• Coordinate warranty claims and equipment service programs.

Reporting & Analytics

• Maintain fleet management systems and records.
• Generate monthly/quarterly/annual training and fleet performance reports.
• Track key performance indicators and recommend improvements.
• Present fleet performance updates to leadership.

Vendor, Contractor & Cross-Functional Coordination

• Coordinate work performed by outside contractors, service companies, repair providers, and other fleet-related vendors.
• Partner with the company tracking driver experience to monitor driver-related data, follow up on compliance items, and support corrective actions as needed.
• Communicate expectations, service priorities, safety requirements, and performance concerns to vendors and contractors.
• Promote accountability, collaboration, and continuous improvement through effective coordination with internal stakeholders and external service partners.

Training Responsibilities

• Develop, implement, and maintain driver and equipment operator training programs, including onboarding, safety, and skills-based training.
• Coordinate DOT-required training and certification programs (e.g., defensive driving, hours-of-service, hazardous materials handling) for all applicable personnel.
• Schedule and deliver, or arrange for delivery of, recurring safety and refresher training across all operating locations.
• Track training completion, certification status, and renewal deadlines for drivers and equipment operators.
• Partner with HSS&E and department leaders to identify training needs, close skill gaps, and update curriculum based on incident trends and operational changes.
• Maintain accurate, audit-ready training records and documentation in compliance with DOT and company requirements.
• Evaluate training program effectiveness and recommend improvements to content, delivery methods, and frequency.
• Develop and track regulatory and safety training programs to ensure a qualified, compliant, and safety-focused workforce.
• Manage and coordinate lift training, fit testing and assist in the management of electrical and CPR/first aid training.

REPORTING REQUIREMENTS

• Report to the Sr. Director HSS&E on fleet operations, maintenance, and training program performance.
• Provide monthly fleet and training performance reports, including KPI results, training completion rates, and outstanding compliance items.
• Report safety incidents, accidents, and training or compliance violations to the Sr. Director HSS&E within 24 hours of occurrence.
• Prepare quarterly budget and cost analysis reports covering both fleet operations and training program expenditures.
• Maintain documentation sufficient to support internal audits and regulatory reporting requirements (e.g., DOT, CARB).
• Present fleet and training performance updates to leadership on a regular cadence, or as requested.
