Public Health Program Manager I - Oral Health

Public Health Program Manager I Job Type: Unclassified | Job Classification: 1373 - Public Health Program Manager I | Salary Grade: 14 | Pay Range: $63,544 - $88,961 annually This is a grant‑funded position ending December 2028. The first review of applications will be on 06/26/2026. Overview The Public Health Program Manager I will oversee an evidence‑based, school‑based program providing screenings, dental sealants, fluoride treatments, and interactive oral health education to support students in developing lifelong healthy habits. The role combines public health leadership with hands‑on community impact, offering the opportunity to supervise a dedicated team, build and strengthen partnerships with schools and families, and help reduce oral health disparities among underserved youth. Responsibilities Develop, implement, and manage public health programs and initiatives aligned with department goals and public health priorities. Oversee execution of program activities and grant deliverables, including outreach, education, and service delivery. Ensure programs are carried out efficiently and effectively, adhering to timelines and budgets. Monitor program progress and make adjustments as needed to achieve desired outcomes. Collect, analyze, and interpret program data to assess impact and effectiveness. Use data to inform program improvements, identify trends, and measure outcomes. Prepare and present program reports to internal stakeholders and senior leadership. Build and maintain relationships with community partners, local agencies, and stakeholders. Develop and manage program budgets, including grant budgets, ensuring efficient allocation of resources and expenditures. Supervise and mentor program staff, providing guidance, support, and professional development opportunities. Minimum Qualifications Bachelor’s degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration, or a related field, AND four years of related experience in the coordination and/or implementation of activities for public health programs, clinics, and/or community‑based initiatives. OR: Three years of experience with Pima County as a Public Health Program Coordinator, or other related management, supervision, or coordination level job classification. Preferred Qualifications Current Arizona dental hygiene license. Minimum one (1) year experience working in a dental office. Licenses and Certificates Valid driver license required at time of application. Valid Arizona driver license required at time of appointment. 39‑month DOT Motor Vehicle Record review to determine suitability to operate county vehicles. Physical/Sensory Requirements Constantly operates a computer and other office equipment. Constantly observes details at close range. Frequently remains at a stationary position. Occasionally moves about inside an office. Occasionally operates out in the community at events, meetings, and developing partnerships. Bending, climbing, kneeling, reaching, squatting, stooping. Grasping. Hearing in noisy areas. Speaking in person and on the phone. Vision for operating a motor vehicle, distinguishing colors, depth perception, and peripheral vision. Working Conditions The position operates within a professional office setting, conducting desk‑based tasks and attending meetings. Regular, daily attendance is essential, but alternative work schedules or telecommuting may be options based on the Division’s needs. The role may also involve participation in community events and meetings. Selection Procedure Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised preferred qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources.
