APPLICANTS MUST BE PERMANENT IN THE ADMINISTATIVE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. The Office of Policy, Procedures, and Training (OPPT) provides the critical link between policy development and worker execution of the agency programs. Up-to-date, well-written procedures, supported with effective training, provide workers with the knowledge and standards required to operate agency's program consistently and effectively Reporting directly to the Deputy Commissioner, Training, Workforce Development & Logistical Support & Operations with wide latitude for independent judgment and initiative, the Executive Director, Office of Training Operations (OTO) has acting authority for all aspects of OTO and is responsible for ensuring that all DSS/HRA/DHS staff, at all levels, are adequately prepared to provide social services to NYC's at risk populations. This includes training on program policies, procedures, new operating instructions, systems, and their implementation. The Executive Director applies a set of processes, tools, techniques and skills necessary to successfully execute both targeted and agency-wide training projects on time and within budget to meet the training needs of the agency. This individual comprehensively understands the agency's training requirements and needs and applies substantial knowledge of the organization to meet them. The Office of the General Counsel/Office of Policy, Procedures & Training is recruiting one (1) Administrative Staff Analyst M-III position, to function as an Executive Director, who will: Plan, organize, coordinate, and administer comprehensive training programs focused on staff development and training, affecting all levels of staff to improve job performance and services provided to all of NYC's at-risk populations, including public assistance recipients, HASA clients, immigrants, the homeless, and more. These programs include orientation, basic training, on-the-job training, management and supervisory development, reinforcement, and procedural training, all of which affect staff assigned at program offices. Determine training needs of DSS/HRA/DHS staff based on program policy and procedures; oversees planning and development of training curriculum so as to coordinate and integrate the training programs with the ongoing operations of the program area and monitors and evaluates the training programs to ensure that agency and program goals are met. Evaluates the training programs to ensure that agency and program goals are met and to assess the effectiveness of training. Facilitate strategic planning efforts by establishing priorities, identifying resources and strengthening operations to ensure that employees and stakeholders are working toward defined goals and objectives. Sets standards for managing training and workforce development initiatives; plans, tracks and reports on outputs and outcomes, information and logistics management. Plan, organize, administer, monitor, and evaluate the program of professional education, involving participation by staff in such areas as full and part-time social work graduate courses, work related professional courses, institutes, workshops and conferences. Responsible for assuring that DSS/HRA/DHS training efforts are consistent with and will lead to the maximum realization of the objectives of the agency; maintains responsibility for the development and implementation of training plans. Maintain a high level of expertise in social services policies, procedures and business practices and ensure staff is knowledgeable in available technology, systems and materials. Directs managerial and professional staff who is responsible for developing and updating training materials. Ensure material's conformance with current policies, procedures, and client services initiatives. Administer the ongoing development program for managerial and administrative staff designed to upgrade skills and improve competence of current staff. Represent the agency at meetings with executive level staff at Department of Social Services, other municipal agencies, community groups and organizations (both public and private) to interpret, explain, gain support for, and accept input on training policies, operations, and procedures, aimed at securing the delivery of services to the public. Direct managerial and professional staff who develop corrective action training programs based on analysis of Quality Control error reports and audits; training programs are designed to reduce the Cash Assistance and Food Stamp payment error rates to acceptable federal standards to avoid possible fiscal sanctions. Develop project management plans for major agency initiatives and coordinates their implementation with the program areas. Collaborate with Information Technology Services (ITS), consultants and software developers to develop and implement training technology and the enhanced use of technology in training. Direct the integration of technology training to the center-based workforce. Hours/Shift: 9am - 5 pm with flex ADMINISTRATIVE STAFF ANALYST - 10026 Minimum Qualifications A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. Preferred Skills Possess extensive supervisory skills, strong communication and interpersonal skills, demonstratedexperience leading teams and project managing. Working knowledge of DSS/HRA/DHS systems is a plus. Ability to develop and analyze workforce skills and develop programs to enhance worker competence Strong analytical, organizational, and planning skills Demonstrate ability to communicate and collaborate effectively with internal and external entities.
