Executive Director, Fiscal Services

About the Position The Executive Director, Fiscal Services, is a dynamic position that requires strong communication, leadership, and functional skills. The successful candidate will oversee four departments—Accounting, Purchasing and Contracts, Payroll, and Budgets and Grants—representing a total of 28 employees, and will directly supervise each department’s manager and one administrative assistant. The role involves regular interaction with district leadership, staff, and external partners across the three colleges. Summary Plans, directs, organizes, controls, and integrates the District’s financial, budgeting, accounting, and payroll activities and operations. Directs the preparation of comprehensive financial analyses and reports, and provides expert assistance to the Vice Chancellor and the Board of Trustees on financial, accounting, and related policy and planning matters. Distinguishing Career Features The Executive Director of Fiscal Services is a senior mid‑management role that directs an integrated program of budgeting, financial forecasting, reporting, accounting, payroll and benefits. The incumbent advises on the financial implications of major planning and policy issues and supports the development of financing for major capital projects. Essential Duties and Responsibilities Plan, organize, manage, and evaluate financial, budget, accounting, and support staff. Establish standards, monitor performance, coach staff, and address deficiencies. Collaborate with the executive team to develop and implement strategic and business plans. Oversee budget administration activities, enforce policies, and provide recommendations. Conduct financial planning activities and analyses, and advise on economic and legislative impacts. Direct general ledger accounting activities, ensuring compliance with standards, laws, and regulations. Manage accounting and payroll operations, maintaining GAAP and GASB compliance. Supervise bond financial activities and provide guidance on bond proceeds. Prepare, review, and analyze financial and management reports, recommending actions. Prepare management information reports with budgetary variances and explanations. Provide expert guidance on financial matters and fund availability for long‑term projects. Oversee enterprise system (Banner) financial system development and administration. Develop, integrate, and implement new policies and internal controls. Ensure timely completion of grant financial reporting requirements. Maintain up‑to‑date knowledge of FASB, GASB, and GAAP through continuing education. Coordinate work of external audit team. Perform other related duties that support the position’s objectives. Abide by all District policies, including Board Policy 3050 – Code of Professional Ethics. Qualifications Education: Bachelor’s degree in accounting, finance, or business administration plus eight years of progressively responsible accounting experience, including three years in supervisory capacity. A Master’s in business administration is preferred. Alternative education/experience combinations that provide equivalent qualifications are acceptable. Advanced specialized professional knowledge of accounting, auditing, and finance for education and the public sector. In‑depth knowledge of budget preparation, accounting administration, and internal control development. Professional knowledge of financial analysis and research techniques. Extensive knowledge of District accounting data entry and storage systems. Extensive knowledge of the external audit process. Strong knowledge of laws and regulations governing financial transactions. In‑depth knowledge of cost‑benefit analysis. Working knowledge of centralized purchasing and material management functions. Advanced math skills for business and statistical calculations. Proficient in personal computer software, spreadsheets, and relational databases. Excellent written and verbal communication skills in English. Strong human‑relations skills for negotiations, presentations, performance reviews, and technical communication. Ability to perform the essential responsibilities and functions of the position. Ability to organize and integrate all financial reporting services. Ability to conduct complex analyses of accounting systems, financial reports, and business opportunities. Ability to plan, direct, manage, coordinate, and integrate finance and accounting activities to meet District objectives. Ability to define and analyze complex fiscal and strategic planning issues, evaluate alternatives, and develop recommendations. Ability to understand, interpret, and apply federal, state, and local policy and law. Ability to convert financial information into reports of findings and conditions. Ability to develop projections using historical data and inferential methods. Critical and creative thinking skills. Ability to supervise, train, evaluate, and motivate staff. Ability to plan, organize, and prioritize complex work to meet schedules and timelines. Physical Abilities: General physical demands and essential job functions are documented with Human Resources. Desirable Qualifications: Experience with Banner ERP systems. California community college experience. Licenses and Certificates A valid CPA certificate is desirable. A valid driver’s license may be required. Working Conditions Work is performed indoors where minimal safety considerations exist. Benefits Permanent, general‑funded, full‑time, 12‑month classified management position. Normal hours: Monday–Friday, 8:00 a.m. – 5:00 p.m. (flexibility for extended hours or weekends as needed). Benefits include medical, dental, vision, and life insurance for employee and eligible dependents. Salary is set at the District’s Salary Schedule DG‑14.
