Education Program Specialist

The purpose of this position is to plan, implement, administer, and advise on Education and Training academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, department of Defense (DoD) civilian members and their families. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below: At least one course must have been from (1) or (2) below. 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE: You MUST submit copies of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE Applicants must have at least one (1) year of specialized experience at the next lower grade NH-01, or equivalent in other pay systems. Examples of specialized experience includes delivering expert technical guidance and recommend actionable solutions to resolve complex system and operational challenge; identifying development opportunities to upskill personnel and sustain critical qualification/certification standards; partnering with cross-functional teams to execute mission-critical projects while maintaining full ownership of work products; modifying existing technical plans and methodologies to navigate difficult constraints and meet project objectives; recommending improvements to the design, maintenance, and operational readiness of technical equipment and workflows. OR COMBINATION OF EXPERIENCE AND EDUCATION A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-01 level is required to meet the time-in-grade requirements for the GS-NH-02 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
