Palo Verde College is located in the City of Blythe at one of thebusiest entrance points to California. The college is locatedin a desert oasis adjacent to the beautiful Colorado River and thePalo Verde Valley. Blythe, and the fertile Palo Verde Valley,is primarily a farming and ranching area. Boating, fishingand hunting attract many tourists. The Palo Verde Valley iscentrally located between Phoenix and Los Angeles, Las Vegas andthe Mexican border. The valley’s great climate, with morethan 350 days of sunshine and mild winters, attracts thousands ofwinter visitors every year.NATURE OF THE POSITION
Under the direction of the Assistant Superintendent/Vice Presidentof Instruction and Student Services, the Dean of Nursing &Allied Health plans, organizes, administers, and directs theprograms, personnel, operations, and activities within the Nursingand Allied Health division. Implements and coordinatesinstructional planning objectives, manages and evaluates assignedinstructional programs, oversees student learning outcomes, assignsand supports faculty, coordinates and directs communications,manages resources, and supervises personnel to effectively addressthe program needs. The Dean of Nursing & Allied Health supportsDistrict-wide initiatives to advance education through an equitymindset and the integration of inclusive, culturally competentpractices to enhance awareness of student needs and identify bestpractices for accommodating diverse learning styles, responsiblefor compliance with accrediting agencies including the Board ofRegistered Nursing (BRN), Board of Vocational Nurses andPsychiatric Technicians (BVNPT) and the Commission on Accreditationof Allied Health Education Programs (CAAHEP).DUTIES AND RESPONSIBILITIES
- Serves as the liaison to Nursing and Allied Health accreditingbodies and regulatory agencies; prepare and maintain requiredaccreditation reports and approval forms for the BRN for theAssociate Degree of Nursing program, BVNPT for the VocationalNursing program, California Department of Public Health for theCertified Nursing Assistant program, California Emergency MedicalServices Authority for the Emergency Medical Technician (EMT)program, Department of Health Services for the Phlebotomy programand additional appropriate agencies.
- Maintains current knowledge of Nursing and Allied Health Stateand federal licensure and certification examinations and processes;participate in professional growth activities and remain current inthe Nursing disciplines.
- Oversees the initiation and maintenance of national programaccreditation.
- Provides administrative support and direction to faculty chairs,program directors, site administrators, classified staff, contactstaff, and others.
- Initiates and maintains contractual agreements and clinicalschedules with community service agencies used as clinical sitesfor Nursing and Allied Health students.
- Participates in the recruitment and selection of Nursingfaculty, including the determination and verification of requiredqualifications and submission of qualifications for State boardapproval.
- Assist in the development student recruitment materials,participation in student recruitment activities and in conductingactivities that support student retention; participates in nursingstudent orientation.
- Collaborates with faculty in the development, evaluation, andrevision of curriculum, emphasizing program relevance and studentequity.
- In conjunction with Nursing faculty, develops and revisesprogram policies and procedures.
- Recommends teaching assignments and schedules of classes to theVice President of Instruction and Student Services.
- Remains informed on emerging educational technologies andinnovations, advocating for relevant program adaptations to meetstudent and community needs.
- Prepares and presents the Nursing program budget for theacademic year; reviews and evaluates related financial data andreports; monitors budget to ensure expenditures do not exceedestablished limitations; assist in the preparation of grantrequests or other special funding requests.
- Updates annual applications for the Nursing programs; overseesongoing Nursing and Allied Health program review; facilitates andparticipates with faculty teaching didactic and clinical educationfor the VN program review.
- Meets regularly with the nursing faculty to plan, develop,revise and evaluate student progress, curriculum and programoutcomes; supports faculty in the assessment and selection oftextbooks, learning resources, and equipment for the nursingprogram.
- Monitors and directs the maintenance of the clinical skillslab; ensure the appropriate use, cleanliness, maintenance andrepair of lab equipment; oversees requisition and inventory ofrequired lab supplies; ensures proper maintenance and updates toaudiovisual materials.
- Delegates and follow-ups on required student remediation;confers with nursing students and faculty to ensure remediationrequirements are met or other measures are initiated to ensurestudent is in compliance with program requirements.
- Promotes collaboration with other schools of nursing and thehealth care community in the development of partnerships. Promotes,publicizes and represents the Nursing programs.
- Develops meeting agendas, conducts staff meetings and maintainsmeeting minutes for audit purposes.
- Communicates changing expectations, trends and needs of nursingeducational preparation effectively to division and collegeadministrators.
- Communicates with personnel, administrators, outside agenciesand the community to exchange information, coordinates activitiesand resolve issues or concern; drives a vehicle to conductwork.
- Responsible for assigned reports, and regular evaluation of allareas under direct supervision
- Operates a variety of office equipment including a copier, faxmachine, computer and assigned software; operate various clinicaltools and equipment.
- Attends regularly scheduled management meetings.
- Creates a welcoming and inclusive work and educationalenvironment; implements, supports, initiates, and participates inactivities to increase the diversity, equity, and promotes aculture of inclusiveness, respect, and belonging; serves as anadvocate of diversity, equity, inclusion, accessibility, andculture.

- Laws pertaining to the practice of Nursing and Allied Healthservices in accordance with State, local and federalguidelines.

- Instructional techniques and strategies related to assignedinstructional programs and services.
- Title V regulations and applicable sections of the CaliforniaEducation Code.
- Rules and regulations as set forth by the Board of RegisteredNursing that govern undergraduate professional nursing educationalprograms.
- Principles of leadership, community college curriculum andinstructional program development.
- Community college goals, laws and regulations as they relatedto Nursing and Allied Health programs in California.
- Learning theory and community college studentcharacteristics.
- Management principles, including planning, organizing,influencing, motivating and evaluating.
- Diagnostic methods for medical conditions and diseases.
- Record-keeping techniques.
- Oral and written communication skills.
- Operation of a computer and assigned software.
- Policies and objectives of assigned program andactivities.
- Interpersonal skills using tact, patience and courtesy.
- Principles and practices of supervision and training.

- Knowledge of applicable computer operation, assigned softwareand data entry devices.
ABILITY TO:
- Plan, organize, control and direct designated operations,activities, programs and services of the PVC Nursing and AlliedHealth Program.
- Coordinate and direct communications, personnel, resources,curriculum, schedules and information to meet the instructionalneeds of assigned program and enhance the educational effectivenessof designated programs and services.
- Assist with educational planning and program development inaccordance with the missions, goals and objectives of the Collegeand Program.
- Plan and organize tasks relevant to program needs.
- Train, supervise and evaluate the performance of assignedpersonnel.
- Relate effectively with a wide diversity of students, faculty,personnel and community members.
- Communicate effectively both orally and in writing withstudents, faculty, personnel and outside agencies andrepresentatives and relate well to the College community andstudents.
- Develop consensus-building skills.
MINIMUM QUALIFICATIONS
- Master’s degree in a related field from an accredited college oruniversity, which includes courses in nursing, education, oradministration.
- Minimum of three years experience as a registered nurse; oneyear shall be in teaching or clinical supervision, or a combinationthereof, in a state accredited or approved registered nursing orvocational/practical nursing, or psychiatric technician schoolwithin the last five years; or a minimum of three years experiencein nursing administration or nursing education within the last fiveyears.
- Have completed a course or courses approved by an accreditedinstitution with instruction in administration, teaching andcurriculum development.
- One years’ experience as an administrator with validatedperformance of administrative responsibilities.
- One (1) year's continuous full-time experience, or equivalent,as a registered nurse providing direct patient care.
- Demonstrated sensitivity to and understanding of the diverseacademic, ethnic, racial, age, national origin, religious, gender,gender identity, sexual orientation, disability, and socio-economicbackgrounds of students, faculty, administrators, andpersonnel.
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
- Hold a current California active license as a RegisteredNurse.
- Hold and maintain a valid driver’s license.
PREFERRED QUALIFICATIONS
- Ph.D. in Nursing Education from an accredited college oruniversity.
- Progressively responsible administrative experience in anaccredited institution of higher education, preferably in acommunity college.

- The physical demands and work environment are typical of anadministrative job in an office environment.
- The incumbent must be able to perform the essential functions ofthe job, with or without a reasonable accommodation.
CLASSIFICATION/SALARY
- This is an Educational Administrator position.
- Row 11 of the District’s Administrator/Management/Confidentialsalary schedule with placement appropriate to experience.
