Department Information This position is not part of the classified personnel system; applications will be accepted from Residents and Non-Residents of Colorado. Incumbent will be required to live in and complete work for CDE within Colorado. Colorado Department Of Education – What We Do: The Colorado Department of Education (CDE) provides leadership, resources, support, and accountability to the state's 178 school districts, 1,888 schools, over 53,000 teachers, and over 3,200 administrators to help them build capacity to meet the needs of the state's approximately 905,000 public school students. In addition, CDE provides structural and administrative support to the Colorado School for the Deaf and the Blind and the Charter School Institute. As the administrative arm of the State Board of Education, CDE is responsible for implementing state and federal education laws, disbursing state and federal funds, holding schools and districts accountable, licensing all educators, and providing public transparency of performance and financial data. Work Environment Extended hours during the evening or the weekend may be required by business needs. Commuting to the CDE buildings will be required. Occasional off-site travel may be required. A Remote (Home) office is required. Required to report to the work location per business needs. Essential Functions (ADAAA) – LIGHT/Office environment: required to sit, view a computer screen, and utilize a keyboard and mouse for extended periods; may be required to lift and move up to 10 lbs. frequently or 20 lbs occasionally; required lifting, bending, stooping, pushing, walking, etc.; light work usually requires walking or standing to a significant degree. DL Not Required: required to independently obtain and determine means to complete travel requirements. Position Summary The Educator Talent Associate Program Manager position leads and oversees the administration of all Educator Talent grant programs, including the management of grant program structures, applications, and evaluation support. The Educator Talent Associate Program Manager supports the Educator Talent Program Manager by providing project management expertise to division teams in the areas of human resources, recruitment and hiring, procurement, accounting, budgeting, policy, systems management, and communication. This role will be an integral member of the team serving as a liaison to multiple parties, such as Department staff, state education agencies, stakeholders, and vendors, to formulate a coherent interpretation of all parties' needs while ensuring integrity to the project, program, and/or system. The final salary is anticipated to fall within the posted salary range; however, it could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity. Major Duties and Responsibilities Creates, implements, and leads all Educator Talent grant programs through development efforts, including grant application development and administration, initial reviews, technical support, process improvement, ongoing technical assistance, and all communications with grantees. In conjunction with the Grants Fiscal Office at the department, distribute funds directly to grantees and provide any technical assistance regarding program questions. Leads and facilitates rule development and revision in conjunction with supervisor and division leadership as needed for grant and corresponding efforts in the Educator Talent division. Develops evaluation plans as determined by statute and in conjunction with the Director of Educator Talent Research and Impact; creates consistent grants program evaluation processes, conducts evaluation, and creates legislatively mandated reports and presentations, which include grant implementation, findings, promising practices, program improvements, and recommendations to the State Board to either extend or revoke grants for the upcoming year. Works with the other Educator Talent offices to integrate retention and recruitment grants within existing programs, monitor implementation and impact of grant programs, fosters relationships, and makes connections between grantees, districts/BOCES and/or Colorado educator preparation agencies. Provides technical assistance to all grantees for application and administration. Makes formal and informal presentations about the grant program, promising practices and lessons learned upon request. Develops and maintains resources in project management (Smartsheet) and customer relationship management (Salesforce) tools that convey timely information to internal stakeholders. Manages the procurement process of pre-bid educational materials for assigned contracts, including defining the scope of work and related information necessary for purchase orders, documented quotes (DQ), request for information (RFI), and request for proposals (RFP), which includes all aspects of contract management, including renewals, amendments, and contract negotiations. Develops project budgets, schedules, work plans, and cost estimates/projections to identify cost savings, administer, and monitor contracts; including contract negotiation and preparation of contract recommendations, and monitors projects for conformance to approved plans and contract specifications. Develops and creates training materials and resources, and delivers formal and informal training to instruct internal and external stakeholders on policies and procedures to ensure consistency throughout the Division. Ensures timely and accurate communication of office initiatives and opportunities for internal and external stakeholders by developing and implementing a comprehensive communication plan, as appropriate, for ongoing and new initiatives. Other duties as assigned. Minimum Qualifications Three or more years of teaching/leadership experience, or the equivalent in the P-12 arena at the state or district level. Five years of demonstrated experience in large‑scale (over $3 million) grant budget management. Program evaluation knowledge and/or experience. Strong communication, outreach, and technical support experience with schools, districts, or state education agencies. Knowledge of trends and best practices in the area of teacher recruitment and retention. Strong written and verbal communication skills. Strong attention to detail (proofing work, spelling, grammar, formatting, etc.). Demonstrated ability to effectively balance quality of work and productivity expectations. Demonstrated ability to effectively collaborate with internal and external customers. Demonstrated ability to prioritize and organize work to accommodate changing needs and meet deadlines. Demonstrated ability to take initiative and exhibit a proactive approach to work. Demonstrated ability to identify problems and recommend solutions before they jeopardize standards. Demonstrated ability to work independently, as well as on a team. Preferred Qualifications Master's degree in education, public policy, or related area. District or state education level leadership experience working with educators, educator preparation providers, induction, and/or district-level P‑12 administrators. Experience in project management and/or CRM software (Smartsheet, Salesforce, etc.).
