Duties

Help

• Perform financial management functions and recommends decision alternatives that affect financial and budgetary operations.
• Conduct independent analyses and interpretation of the impact of new legislation on regional resource requirements.
• Interpret and analyze hea1th-related Planning, Programming, and Budgeting System (PPBS) activities as they apply to the provision of healthcare.
• Provide expert advice and assistance in the development of budgetary plans.
• Evaluate the business plan's execution performance by monitoring appropriate metrics and determining reasons for variances from planned execution.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Financial Disclosure Report (OGE 278e) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.
• Financial Management Level 3 Certificate must obtain within two (2) years after placement. Certification must be maintain by earning 80 continuing education and training (CET) hours every 2 years.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes reviewing program budgets to ensure command objectives are met; analyzing past and current financial reports to establish future budget plans; and assisting with policy development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
