Job Summary
The Senior Grant Planner leads planning, coordination, and technical assistance to support the development, implementation, and continuous improvement of grantmaking strategies within the Office of African American Health (OAAH). This position coordinates grant program functions for the African American Health Special Emphasis Grant Program and other community grant programs, ensuring alignment with Minnesota Statutes 144.0754 , 144.0755, and statewide health equity priorities. This role is responsible for designing and implementing community grant programs that build organizational and community capacity to address health disparities impacting African American communities in Minnesota.
The position provides leadership in grant program planning, implementation and evaluation. Responsibilities include development of grant program frameworks, funding models, and investment strategies that align with statutory mandates, statewide health equity priorities, and identified community needs. This position establishes processes for and coordinates key components of the grant lifecycle including solicitation development, application review, award recommendations, contract coordination, monitoring, and performance tracking, in partnership with internal MDH staff and external stakeholders.
The senior grant planner supports the development of tools, guidance, and processes that enhance consistency, compliance, and transparency in grant administration, while ensuring responsiveness to community-defined priorities, in alignment with state requirements and best practices in equitable grantmaking. The role collaborates across OAAH, the Health Equity Bureau, and with community partners to support data-informed decision-making, training, resource development, and sustainable improvements in health outcomes for African American Minnesotans.
This position is temporary in nature and can be ended at any time. The anticipated end date is 06/30/2027.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.
This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.
Qualifications
Minimum Qualifications
Two (2) years of experience planning, developing, or supporting grant programs in a public health, government, or non-profit setting. Experience must include the following:
- Experience developing, releasing and evaluating requests for proposals (RFPs), application review processes, and/or program implementation.
- Experience working with community-based organizations, health care systems, and/or state and local government partners.
Minimum Qualifications to be assessed at interview:
- Knowledge of public health principles, social determinants of health, and the historical and systemic factors influencing African American health outcomes in Minnesota.
- Experience coordinating projects or programs that require organization, planning, and tracking of timelines, deliverables, and documentation.
- General knowledge of the Minnesota Department of Health, including its missions, structure, and statewide public health priorities.
Degree Equivalencies:
A related master’s degree may substitute for eighteen (18) months of experience; a related bachelor’s degree may substitute for twelve (12) months of experience; and a related associate’s degree may substitute for six (6) months of experience.
Preferred Qualifications
- Cultural competence and demonstrated experience engaging with African American communities and other communities disproportionately impacted by health inequities.
- Ability to develop and implement tools, templates, or processes to support program consistency, compliance and efficiency.
- Experience providing or coordinating technical assistance, training, or capacity-building support.
- Proven ability to work collaboratively with diverse stakeholders.

- This position requires successful completion of a background check and employment reference check.
- This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
