Duties Description This job title has a diverse set of responsibilities, revolving around marine fisheries, shell fisheries, marine habitat management, and fishery data and quota management. The incumbent will assume administrative, supervisory, technical responsibilities and outreach which support the programs within the Division of Marine Resources (DMR).This position is focused on the evaluation, monitoring, and management of marine natural resources and habitat, specifically submerged aquatic vegetation within New York’s Marine and Coastal District. Specific assignments could change based upon circumstances and the needs of the Division. The general duties of a marine biologist are to carry out activities that promote the protection, management, and restoration of New York State's marine species and these species' habitats.•Conduct/oversee field surveys, including in-water assessments requiring swimming proficiency, and data collection/entry/analysis.•Coordinate with staff and various partners/stakeholder groups to identify seagrass management areas (SMA’s).•Develop seagrass management area plans (SMAP’s) and guide development of rules and regulations, if necessary, to protect and manage seagrass in New York State.•Providing input and analyses on the impacts of major projects on marine fisheries and habitat resources within the Marine and Coastal District including off shore wind development, pipeline placement, and dredging.•Review proposals for research, monitoring, restoration, education or other initiatives related to marine fisheries and habitat resources and provide feedback.•Represent New York State on various management committees and workgroups in the development of seagrass management plans.•Serve as the principal liaison on matters related to seagrass management, while executing educational outreach campaigns including collect/present information.•Miscellaneous tasks include preparation of reports, staff supervision and training,participation in meetings, and aiding, as needed, the work of other Marine Resources units.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
