Summary

This position is located within the Deputy Inspector General for Evaluations Audit Oversight Division. In this position, you will serve as a Supervisory Auditor under a Program Director and will be responsible to perform broad and complex audit/evaluation oversight assignments.

Help

  • Interprets Department of War (DoW) audit policies and other standards, providing for consistent application throughout DoW at the same time recognizing the diversity of audit organizations and types of audits.
  • Develops and revises directives, instructions, manuals and guidance necessary relating to overall mission, functions, objectives and responsibilities for the followup of contract audits. Recommends new or amended regulations, policies, and standards.
  • Provides instruction to the team, assign and reviews work; monitors progress for projects and ensures accomplishment of established objectives; reports to higher management on project.
  • Supervises and reviews reports for technical competence, adherence to reporting standards, completeness of coverage, significance of findings and recommendations and effectiveness of presentation.
  • Supervises and develops guidance, resources, programs, and provides training course materials for government auditing standards and oversight reviews of DoW programs.

Qualifications

Time in Grade:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the federal service.

Basic Requirement:

Degree:
accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Or

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; Or
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; Or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Analyzing work related to developing and executing audit/attestation engagement policies and programs; working knowledge of Federal Acquisition Regulations; conducting highly complex performance audits, financial-related audits, and attestation engagements, internal control system reviews, incurred cost audits and other types of audits; conducting quality assurance reviews of audits and attestation engagements; providing written evaluations of audit and attestation engagement work and reports; and writing reports and other products providing overall review results and recommendations.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions:

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

Education cannot be substituted for experience at this grade level.

Only experience and/or education obtained by the closing date of this announcement will be considered.

Pass/Fail Courses: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
