Application Development Business Analyst Job Description Contribute to the strategic direction of the business and support impactful mission outcomes as an Application Development Business Analyst at GDIT in partnership with New York State of Health (NYSoH). The role focuses on enabling comprehensive health coverage for more than 7.0 million New Yorkers through the Health Benefit Exchange (HBE). Responsibilities Join the Business Solutions Team on a multi‑tier project built on Service‑Oriented Architecture and multi‑tier web applications using Java and various COTS products. Deploy GDIT’s methodologies and best practices to work with company business units to elicit, organize, document, and validate business rules, functional and non‑functional requirements. Support the formulation of solutions for client business problems. Apply appropriate analysis skills to elicit, organize, document, and validate business rules and requirements. Required Experience 6+ years in analysis and design on application development projects in a Business Analyst role, preferably in a large‑scale environment. 2+ years of experience in Healthcare, Medicaid, and/or Health Exchange Industry. Preferred Experience Affordable Care Act (ACA) experience in Eligibility, Enrollment and Notices. Federal and state compliance and regulations experience; New York State experience is a plus. Education Bachelor’s degree in a related technical field, or an equivalent combination of education and experience. Skills Facilitate discussions enabling participants to articulate ideas, manage viewpoints, and gain consensus among stakeholder groups. Detail‑oriented mindset; translate complex requirements into clear, concise documentation. Develop use cases, manage requirements traceability, and work with requirements management repository tools. Strong verbal and written communication skills; communicate abstract technical concepts to diverse audiences. Strong interpersonal skills; collaborate effectively with cross‑functional teams. Analytical, problem‑solving, and decision‑making skills. Convey requirements, concerns, and capabilities to all levels of management in a clear, concise manner. Responsive and adaptive to complex, changing environments. Resolve issues with little oversight; gather and analyze information skillfully and develop alternative solutions. Prioritize and work on multiple projects concurrently; plan, prioritize, and execute initiatives with minimal supervision, shifting priorities as necessary. Work independently and in a team‑oriented, collaborative environment. Salary Range Estimated range: $114,750 – $155,250, based on experience, geographic location, and contractual requirements.
