Gritter Francona is looking for an Evaluation Specialist, Jr. that will provide evaluation, performance measurement, data analysis, and reporting support for the design, implementation, evaluation, and scaling of an Elevated Risk Care Management (ERCM) Pilot focused on improving the coordination and effectiveness of suicide prevention-related care for Veterans at elevated risk. The Evaluation Specialist, Jr. will support the development and implementation of evaluation systems that measure program activities, implementation progress, outcomes, and overall impact. Working closely with Government program leads, evaluation staff, clinical stakeholders, and the contractor team, this position will collect, organize, analyze, and communicate quantitative and qualitative information to support evidence-based decision-making. The Evaluation Specialist, Jr. will contribute throughout the pilot lifecycle, including Concept, Explore, Design, Implement, Evaluate, and Spread phases. The position will support the integration of evaluation activities into program operations, assist with performance reporting, identify trends and lessons learned, and help translate evaluation findings into actionable recommendations for program refinement and potential national expansion. Key Responsibilities Evaluation Design and Implementation Support the design and implementation of evaluation systems and processes to assess ERCM Pilot activities, implementation, performance, and outcomes. Assist in developing evaluation frameworks, measurement plans, data collection strategies, performance indicators, and reporting requirements. Coordinate evaluation activities across the three pilot sites. Support integration of evaluation processes into ongoing program and clinical activities. Help ensure evaluation activities align with approved program objectives, hypotheses, metrics, and Government requirements. Assist with identifying appropriate quantitative and qualitative measures to assess program effectiveness, implementation fidelity, care coordination, stakeholder engagement, and operational performance. Support development and maintenance of evaluation documentation, methodologies, data collection instruments, and related materials. Quantitative and Qualitative Analysis Collect, organize, track, and analyze quantitative program and performance data. Conduct quantitative tracking of program activities, milestones, participation, implementation measures, and outcomes. Support qualitative assessment of stakeholder and site experiences, implementation challenges, and lessons learned. Assist with content analysis of qualitative information obtained through program documentation, interviews, focus groups, surveys, and other sources. Support development, administration, and analysis of surveys and structured interviews. Assist with planning and facilitating focus groups and other qualitative data collection activities, as appropriate. Conduct secondary research to support evaluation activities and contextualize findings. Identify trends, patterns, gaps, and opportunities for improvement within evaluation data. Assist senior evaluation staff in interpreting findings and developing evidence-based conclusions. Performance Measurement and Reporting Support development and maintenance of standardized performance measures and reporting processes. Assist with design and generation of performance reports, dashboards, scorecards, and other evaluation products. Monitor data collection and reporting activities to ensure information is complete, accurate, timely, and consistent. Track key performance indicators and identify significant changes, trends, or areas requiring additional attention. Prepare recurring evaluation and performance reports for Government stakeholders. Support development of executive-level summaries and visualizations that clearly communicate evaluation findings. Assist with ensuring performance reports are understandable and actionable for both technical and non-technical audiences. Evaluation Integration and Program Improvement Support integration of evaluation findings into ongoing ERCM program strategies and activities. Work with program and clinical stakeholders to identify opportunities for improvement based on evaluation results. Assist in translating evaluation findings into actionable recommendations. Track implementation of evaluation-informed recommendations and document resulting changes or outcomes. Identify lessons learned and promising practices that may inform refinement of the ERCM model. Support development of evidence-based recommendations regarding continuation, modification, or expansion of the pilot. Pilot Site Support Coordinate evaluation activities with the three participating pilot sites. Provide guidance and support regarding evaluation data collection, documentation, and reporting requirements. Monitor site participation and compliance with established evaluation processes. Identify data quality issues, collection barriers, or inconsistencies and coordinate resolution with appropriate stakeholders. Document site-specific implementation experiences and lessons learned. Support comparison and synthesis of findings across pilot sites. Stakeholder and Government Coordination Meet regularly with Government program leads and designated stakeholders to discuss evaluation progress, findings, priorities, and emerging issues. Prepare agendas, briefing materials, presentations, and supporting documentation for evaluation-related meetings. Present evaluation findings and status updates to Government stakeholders as appropriate. Collaborate with program managers, clinical subject matter experts, data analysts, implementation staff, and other contractor personnel. Propose evaluation initiatives, process improvements, and analytical approaches that support program objectives. Assist Government leadership in understanding evaluation results and their implications for program strategy. Research and Evidence Support Conduct targeted secondary research relevant to suicide prevention-related care coordination, elevated-risk populations, healthcare implementation, and program evaluation. Review relevant literature, program documentation, reports, and other sources to inform evaluation activities. Support identification of evidence-based approaches and practices relevant to the ERCM Pilot. Summarize research findings and incorporate relevant evidence into evaluation products and recommendations. Technical Writing and Documentation Develop clear and concise evaluation-related documentation suitable for Government and executive audiences. Prepare evaluation plans, data collection tools, performance reports, analytical summaries, presentations, briefing materials, and findings reports. Document evaluation methodologies, assumptions, limitations, findings, and recommendations. Maintain organized records of evaluation activities, data sources, analyses, findings, and decisions. Support development of materials for field implementation, operational use, and future national expansion. Evaluation and Scale Planning Support the formal evaluation of the ERCM Pilot and development of the final evaluation assessment. Assist in identifying lessons learned, implementation challenges, outcomes, and opportunities for improvement. Support development of recommendations for scaling the ERCM model. Assist with development of evaluation measures and reporting processes that can be sustained during phased national implementation. Support development of implementation toolkits, performance-monitoring resources, and evaluation guidance for future sites. Help establish approaches for ongoing performance monitoring and continuous improvement following pilot completion. Bachelor’s degree from an accredited institution in evaluation, public health, healthcare administration, social sciences, statistics, data analytics, behavioral health, research, or a related field. Minimum of five years of relevant experience in program evaluation, performance measurement, research, healthcare analytics, quality improvement, or a related field. Preferred experience supporting the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA).
