Management Analyst II

As part of the Community Services Strategy and Planning Management Team, the Management Analyst II will support department-wide data, reporting, systems analysis, and performance measurement efforts. This position will translate complex data into clear, accurate, and actionable information for leadership, program areas, internal stakeholders, county partners, state agencies, and the public. The Management Analyst II will work across multiple data systems and sources to gather, query, validate, analyze, and interpret information. The position will develop, maintain, and improve Power BI reports, dashboards, data visualizations, and analytical tools used to monitor programs, operations, outputs, outcomes, and service trends. This work requires the ability to navigate unfamiliar databases, understand how data is structured and related, write and troubleshoot queries, identify data quality issues, and prepare data for analysis and reporting. This position will work closely with divisions to identify data needs, define meaningful metrics, and translate program and business questions into useful measures, analysis, and reporting tools. The analyst will also evaluate current reporting systems and processes, identify opportunities for improvement, and recommend solutions that improve data access, consistency, efficiency, automation, and usability. In addition to recurring reporting and dashboard responsibilities, this position will support larger data modernization and systems projects involving state agencies, counties, vendors, and cross-functional teams. Because this is a new and evolving role, success requires strong analytical, technical, project coordination, and communication skills, along with curiosity, learning agility, and the ability to independently work through complex or unfamiliar data environments while collaborating effectively with program and leadership partners. The position also requires the ability to balance ongoing reporting responsibilities with longer-term data modernization, systems improvement, and cross-agency initiatives. Strong attention to accuracy, context, confidentiality, and data integrity is essential, particularly when information is used in leadership, public-facing, or external reports, dashboards, presentations, and other materials. DESIRABLE EXPERIENCE Ability to translate complex data into clear, accurate, and actionable information for technical and non-technical audiences Experience developing, maintaining, and improving Power BI reports, dashboards, and data visualizations Ability to work with data systems, reporting tools, or query tools to gather, analyze, and interpret data; familiarity with SQL or database query tools is preferred Knowledge of human services, public sector, or government program data Familiarity with state systems or other large operational databases Background in performance measurement, including outputs, outcomes, trends, and service indicators Ability to work with divisions to identify data needs, define metrics, and develop reporting tools Skill in evaluating reporting systems, data processes, and procedures and recommending improvements to increase accuracy, consistency, efficiency, and usability Experience preparing accurate data or analysis for public-facing reports, presentations, dashboards, or other external materials Ability to support data projects involving state agencies, counties, vendors, and cross-functional internal teams SELECTION TECHNIQUE Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration. HOURS / DAYS Typical business hours of operation are 8 a.m. - 4:30 p.m. Monday through Friday. Work schedules (hours and days) and location are subject to change based on department needs. Lifting requirement of 15-20 pounds on an occasional basis. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, calculator, telephone, copier, scanner, and fax machine.
