CobbFendley is seeking an experienced Telecommunications Hybrid Technician in Midland & Odessa, Texas.

Requirements

EXPERIENCE + KNOWLEDGE SKILLS ABILITY (KSA)

Intermediate // General understanding and practical experience; capable of working independently with growing efficiency. 5+ years of professional experience with creating plan and profile drawings.

• Knowledge of standard drafting techniques, technical standards, and established procedures used to support the design, construction, and maintenance of infrastructure projects
• Skills in using industry-standard engineering and drafting software (e.g., AutoCAD, Civil 3D, MicroStation, OpenRoads Designer, ArcGIS, Microsoft Office, etc.) to prepare technical drawings, document work, and communicate project information effectively.
• Ability to use spreadsheets, word processing, and standard office software to compile data, support technical documentation, and assist with reporting and recordkeeping.

RESPONSIBILITIES

1. Plan Production //

• Work independently to support Project Managers, Project Engineers and Designers with technical design tasks for various projects.
• Utilize engineering and drafting software to complete assignments, such as generating plan and profile drawings to include cross-sections, underground utilities, etc. from survey files and/or record drawings.
• Complete redline markups and accurately incorporates review comments with minimal supervision.
• Prepare intermediate manual or computer-aided design drawings, cost estimates, bills of materials, plus required documents and reports for construction and maintenance projects.
• Interpret survey notes, utility records, and civil plans to create accurate base drawings.
• Perform standard calculations, including elevations, grades, utility dimensions, and material quantities.
• Support collection of field data or utility record information when required.

2. Compliance + Quality //

• Apply and follow QA/QC procedures consistently.
• Identify potential errors or inconsistencies and correct them proactively.
• Maintain compliance with company standards and safety requirements.

3. Communication + Collaboration //

• Work with supervisor, project manager, mentors, and various internal personnel to complete assignments within discipline and other disciplines.
• Serve as a resource to the design staff on matters concerning drafting practices and procedures.

4. Training, Learning + Advancement //

• Develop skills in interpreting survey data, utility records, and engineering plans.

5. Client + Internal Satisfaction //

• Work with internal clients daily, problem solve minor issues and escalate concerns when needed.
• Apply the client's standards, guidelines, specifications, practices, and procedures and/or appropriate industry standards in preparing layouts.

6. Technical //

• Perform independent, standards-based inspection and observation of contractor-installed outside plant (OSP) and communications infrastructure (e.g., conduit, structures, cable placement, splicing) against the applicable client-published engineering standards. CobbFendley inspectors observe and document construction; they do not perform hands-on installation and do not direct contractor work.
• Conduct both proactive inspection of in-progress or recently completed construction and inspections triggered by contractor notification of completed work.
• Capture field data using standard field data collection tools (e.g., geotagged photos, GPS coordinates) and the client's designated inspection forms or reporting platform.
• Document field conditions accurately and objectively. Repeat visits and multiple inspection entries against the same location over the course of construction are normal and expected.
• Identify and flag discrepancies between observed field conditions and the published standard - noting a likely explanation when known - rather than resolving or reconciling the discrepancy independently.
• Confirm that infrastructure being inspected is within the client's ownership and scope; raise scope questions to a supervisor or program lead rather than assuming infrastructure is in or out of scope.
• Maintain the distinction between the verification role and installation/design proficiency: the inspector's function is independent judgment and documentation discipline, not construction troubleshooting, construction direction, or design support.
• Verify OSP/communications infrastructure construction (e.g., conduit, structures, cable, splicing) against applicable client-published standards and naming/labeling conventions.
• Observe and record construction test results performed by the contractor (e.g., proofing, continuity or loss testing) when present to witness the activity; do not represent a test as verified if it was not directly observed.
• Photograph and document as-found conditions, defects, and completed work using approved field data collection tools; maintain consistent labeling and attribution.
• Track and report build deviations or defects to a supervisor or program lead for resolution. Do not self-authorize exceptions or deviations from the published standard.
• Distinguish between work that is not yet complete and work the contractor has represented as finished, applying the standard consistently once work is claimed complete.
• Escalate safety concerns, utility strikes, or other urgent field conditions immediately, outside of standard reporting cycles.
• Participate in scheduled progress-review meetings and provide accurate inspection status updates.
• Maintain working knowledge of the assigned reporting/documentation platform(s) and complete any required training or site-specific safety onboarding.

PHYSICAL/COGNITIVE REQUIREMENTS + ENVIRONMENTAL FACTORS

Work is carried out in both a professional office and various outdoor environments.

• Seated and Standing Position. Extended periods of sitting and standing in an upright position at a workstation or job site.
• Mobility. Movement within the office and job sites, including navigating between floors, workstations, high-traffic areas, and various walking surfaces.
• Head and Neck Movement. Forward flexion, extension, or lateral rotation of the head and neck while using multiple computer screens.
• Repetitive Motion. Repetitive finger movements for operating a computer mouse and typing on a keyboard. Includes activities such as reaching, bending, stooping, carrying, lifting, pushing, pulling, and handling.
• Arm Movement. Extending hands and arms in various directions, such as overhead, below the waist, forward, or laterally.
• Object Handling. Raising or lowering objects from one level to another and transporting objects by holding them in the hands, arms, or over the shoulder.
• Cognitive Requirements. Selective attention, oral comprehension, oral expression, speech recognition, speech clarity, written comprehension, written expression, problem sensitivity, deductive reasoning, inductive reasoning, number facility, information ordering, category flexibility, flexibility of closure, fluency of ideas, and originality.
• Physical Abilities. Includes hand-eye coordination, steadiness, upper and lower body strength, control precision, stamina, multi-limb coordination, static strength, manual dexterity, and depth perception.
• Alertness. Must remain alert and responsive while working in lane closure zones adjacent to high-traffic and dynamic areas.
• Lifting and Carrying. Capable of lifting, carrying, and balancing equipment and supplies weighing up to 50 pounds in various environments, including remote, rural, or urban settings.
• Walking and Climbing. Ability to walk long distances (3+ miles) and climb on uneven surfaces.
• Office Conditions. Includes extensive use of electronic devices such as computers, printers, copiers, scanners, plotters, and telephones. Additionally, tasks may involve the use of cutting tools and equipment like rotary paper cutters and plotting devices.
• Outdoor Conditions. Includes walking and climbing on uneven surfaces, confined spaces, and exposure to extreme weather conditions (heat and freezing temperatures). Potential exposure to high noise levels and various allergens, including poison ivy, sumac, dust, pollen, and cedar. Potential exposure to wildlife hazards such as animals, insects, and plants. Ability to move effectively in and around construction sites, traffic work zones, and other outdoor assignments.
• Safety and Equipment Use. Regular use of personal protective equipment (PPE) is required, along with use of hand and power tools.
• Driving and Vehicle Use. May involve driving large pick-up trucks with attached trailers, potentially operating watercraft, and for extended periods of time.

EXPECTED WORK HOURS

• This is a contract position, generally 40 hours per week, however, hours may fluctuate depending on department needs including the use of overtime.
• CobbFendley's standard operating hours are Monday through Friday, 7:30 AM to 4:30 PM CST. Generally, employees receive a 1-hour unpaid lunch break free of duty. Please note, operating hours and lunch hours may differ based on project workload, primarily for field staff.

WORK LOCATION FLEXIBILTY

• This position is eligible for a hybrid schedule once the training period is complete as established by the department.
