Job Summary

The IT Manager serves as the primary liaison between PACE-RI, Canopy Care Solutions, and their technology partners and, under the supervision of the CFO, leads the planning, implementation, security, and support of the Organizations’ technology environments. The IT Manager oversees daily IT operations, technology vendors and staff, cybersecurity and business continuity, and the successful implementation and adoption of technology initiatives across both Organizations. This role partners with leadership to align technology strategy with organizational needs while promoting effective system utilization, staff compliance, and continuous improvement. The position requires a combination of technical expertise, leadership, strategic thinking, project management, and a strong customer-service mindset to ensure technology effectively supports current operations and future organizational needs.

Duties/Responsibilities

• Maintains a strong working relationship with the Organizations’ technology partner(s) and serves as PACE-RI and Canopy Care Solutions’ primary point of contact for IT-related communications, issues, and initiatives.
• Partners with the Organizations’ technology partner(s) and senior leadership to develop short- and long-term IT strategies and technology roadmaps that support current and future business, operational, security, and compliance needs across both Organizations.
• Develops, implements, and maintains the Organizations’ IT security plans, including physical and technical safeguards, encryption standards, access controls, network penetration testing, threat monitoring, and other security protocols. 
• Serves as the organizational lead for cybersecurity incidents, coordinating incident response, communications, investigation, remediation, and required follow-up in collaboration with the technology partner and other appropriate parties.
• Develops and maintains IT governance practices, policies, procedures, standards, and documentation to promote consistent, secure, and effective use of technology across both Organizations. 
• Oversees technology asset management, including hardware and software inventories, licensing, equipment lifecycle planning, and appropriate assignment, deployment, and disposition of technology resources. 
• Oversees user access management processes throughout the employee lifecycle, including timely provisioning, modification, and termination of system access, and conducts or coordinates periodic access reviews to support security and compliance requirements. 
• Oversees the deployment, monitoring, maintenance, performance, and support of the Organizations’ technology environments, including networks, servers, cloud services, telecommunications systems, identity and collaboration tools, business applications, databases, and related infrastructure, in conjunction with the technology partner(s). 
• Oversees system and infrastructure upgrades, disaster recovery planning and testing, cloud migrations, system implementations, and other technology projects in collaboration with the technology partner. 
• Leads and manages the Organizations’ portfolio of IT projects, establishing priorities, coordinating resources, monitoring progress, and ensuring successful completion. 
• Develops and executes communication strategies for technology initiatives, system changes, cybersecurity requirements, and other IT-related activities to ensure staff across both Organizations are informed of expectations, timelines, and required actions. 
• Takes a proactive approach to technology-related staff compliance by establishing mechanisms to track completion of required activities, training, acknowledgments, updates, or other actions; identifies areas of noncompliance and follows up with employees, managers, and leadership as appropriate to promote timely completion. 
• Leads the organizational implementation and rollout of new technology and system changes across both Organizations, including staff communication, orientation, training, and ongoing adoption.
• Promotes effective utilization of organizational systems and technology by identifying opportunities to improve workflows, maximize system capabilities, increase staff adoption, and appropriately utilize reporting and data functionality.
• Participates in the evaluation, selection, and management of technology vendors and systems, including software, telecommunications, and other IT-related services. Serves as the primary organizational contact for software and technology vendors and independently manages vendor relationships and issue resolution. 
• Develops a strong working knowledge of the Organizations’ key software applications and serves as an internal resource and superuser, as appropriate.
• Develops IT plans and budgets aligned with the needs of both Organizations and works in conjunction with the CFO and technology partner(s) to manage technology expenditures and maximize the value of IT investments.
• Maintains current knowledge of emerging technologies, cybersecurity risks, regulatory requirements, industry trends, and IT best practices and recommends appropriate applications across both Organizations.
• Performs other related duties as required and assigned.

Education Requirements:

• Bachelor's degree in Information Technology, Computer Science, Information Systems, related field, or equivalent experience.

Physical Requirements:

• Must be able to tolerate prolonged periods sitting at a desk and working on a computer. 
• Must be able to lift up to 10 pounds and at times up to 20 pounds. 
• Must be able to navigate various departments of the organization's physical premises as well as related community care settings. 
• Must be able to tolerate conditions typically associated within a medical office and/or home care setting including potential exposure to bloodborne pathogens and infectious diseases.

Experience:

• 3–5+ years of progressive IT experience, including responsibility for technology initiatives, projects, and/or staff.
• 3+ years of experience supporting IT infrastructure, Microsoft 365, cybersecurity, cloud environments, and related technology systems.
• 2+ years of experience managing technology projects, system implementations, and/or external IT vendors or service providers.
• 2+ years of healthcare IT, EMR, or clinical informatics experience preferred.
• 1+ year of experience with Azure, Snowflake, cloud technologies, and/or AI preferred.
• 1 year of experience working with a frail or elderly population preferred. If not previously obtained, required training will be provided upon hire.
