Position Information: Reporting to the System Engineering Supervisor, performs electrical engineering for the District's transmission and distribution systems. Duties and tasks include design, cost estimating, drawing preparation, calculations, material and bid specifications, planning and analysis in support of the construction, operation, and maintenance of transmission, overhead primary and underground primary distribution lines and related equipment. A Bachelor of Science degree in Electrical Engineering or an equivalent combination of related education and experience is required. Transmission and Distribution power utility experience is preferred but not required and candidates with other relevant experience and qualifications are encouraged to apply. Certified Engineer in Training (EIT) for Level I and II or licensed Professional Engineer (P.E.) in the State of Washington for Level III is preferred. The successful candidate will be hired at Level I, II, or III depending on experience. Status: Full-time, Exempt. This position is part of a bargaining unit represented by IBEW Local Union No. 77. Work Week: Monday - FridayDuties and ResponsibilitiesDesign and MaintenanceProvide entry-level engineering support for overhead and underground distribution, secondary electrical services, and transmission projects.Perform routine electrical engineering design and analysis for projects.Participate in preparation of specifications for contractor bids on distribution system construction projects.Participate in coordinating projects and other activities and work with contractors and consulting engineers on design, construction and specifications of distribution and transmission projects.Participate in the evaluation of distribution system protection coordination schemes.Participate in fault studies for proper application of fuses, reclosers and substation relay settings.Participate in economic evaluations and cost estimating for distribution and transmission system projects and operation.Provide instruction and answers to questions concerning design issues.General EngineeringProvide basic electrical engineering support to other departments.Develop and update computer analysis programs or tracking systems for appropriate projects.OtherParticipate in presentations, special projects, and assignments as directed.Perform other duties as assigned.Qualifications and Working ConditionsKnowledge, Skills, and Abilities (KSAs)Ability to read, interpret, and apply applicable laws, codes, standards, and accepted safety practices relating to electrical utility work.Ability to apply engineering theory to system studies and basic electrical power system design.Ability to work under direct and indirect supervision.Thorough knowledge of basic fundamentals of electricity.Knowledge of engineering fundamentals, drawing, designing and mathematics.Knowledge in the operation of personal computers and office equipment.Ability to communicate effectively orally and in writing with all levels of the organization, contractors, and customers.Demonstrated ability to complete assignments in a timely and accurate manner.Education and ExperienceBachelor of Science Degree in Electrical Engineering from an accredited college or university; or other combinations of education and/or experience which provides the necessary skills to perform professional electrical engineering work on electrical power systems.0 – 3 years of relevant experienceOther RequirementsMust possess a valid Washington State driver's license (out of state residents have 30 days from date of hire to obtain a valid Washington State driver's license) and qualify for the District's auto liability insurance.Work is performed in an office and in the field.Individual may be exposed to conditions and hazards from brush, obstacles, debris, holes, fences, and open trenches associated with construction sites and/or rural areas of service; and to conditions and hazards associated with decrepit buildings.Individual is exposed to electrical high voltage lines. Each August 1st, regular employees will receive three additional holidays, designated as "Floating Holidays". The Floating Holidays are available on August 1 of each year and must be used within the next 12 months.Retirement Plan: The District is a member of the Washington State Public Employee's Retirement System (PERS). Participation is mandatory for all employees in eligible positions. Both the employee and the employer make contributions to the PERS system. PERS determines the percentage of Employee and Employer contributions. Employee contributions are made on a tax-deferred basis.Medical Insurance: Regular employees receive Medical/Vision Insurance. Coverage begins on the first day of the month following employment. The District will pay ninety percent (90%) and the employee will pay ten percent (10%) of the total Medical premium for selected coverage. Employees who retire under PERS or Social Security are provided with the same Medical and Dental coverage as active employees for a period of time equivalent to 1 month of coverage for each month of service, or, until age 65, whichever is sooner. Division of premium is the same as for active employees. Those retirees whose medical coverage extends up to age 65 are eligible for Supplemental
