Overview Position: Asset Management Specialist Location: Charleston, WV Job Id: 338 # of Openings: 1 Asset Management The West Virginia Housing Development Fund (the “Fund”), a quasi-governmental organization providing safe, decent affordable housing across West Virginia, is seeking qualified candidates for the position of an Asset Management Specialist in our Charleston Office. We are dedicated to increasing the supply of residential housing for individuals and families of low- and moderate-income. We also provide construction and permanent mortgage financing to public and private sponsors of such housing. To date, the Fund has issued more than $4.5 billion in bonds and has financed more than 165,000 housing units since it began operation in 1969. The Fund's mission is to ensure that all West Virginians have access to safe, affordable housing, which in turn helps to create stronger communities and a more prosperous West Virginia. The Fund offers an extensive benefit package which includes: 13 State and Federal holidays 15 Annual leave days per year, 20 days after 5 years and 25 days after 10 years of service 12 Sick days per year Company funded Health Reimbursement Account – After one year of employment State of WV Pension plan 457 Plan Work/Life Balance Job Summary This employee is responsible for routine scheduling, compliance monitoring, physical inspection, and preparation of written reports on the overall operations of Section 8 Multi-Family Housing, HOME Rental, and RD 538 Multi-Family projects. They provide technical assistance to resident managers and management companies relating to daily operations of the property, HUD, HOME and RD 538 regulations, tenant relations, maintenance policies/procedures, waiting list and marketing techniques. This employee will have access to sensitive and confidential data; therefore, confidentiality must be maintained at all times. Essential Functions Responsible for compliance monitoring which includes reviewing mortgage covenants, contracts, agreements, plans, and daily paperwork prior to property site visits; Responsible for reviewing maintenance plans, security plans, financial records, marketing activities, and conducting file audits on-site; Performs physical inspections against NSPIRE as driven by programmatic requirements; Works with owners, management agents, site managers, and all departmental staff in resolving operational issues and follows up with the appropriate party to ensure timely correction; Responsible for handling tenant complaints, working with project managers and tenants for timely resolution; Reviews maintenance operations for adequacy and prepares written reports as required; Provides technical assistance to resident managers, management companies, and internally as needed; Responsible for driving a company owned vehicle, or having a viable means of transportation available, to perform inspections, site visits, or other duties when necessary; and Provides training for property managers related to the HOME Rental and RD 538 programs as needed. Routinely uses standard office equipment such as computers, phones, etc. May be required to climb stairs, walk through multi-story buildings, and travel statewide. Required Education/Experience High School Graduate with a minimum of five years' experience in the management and/or operation of multifamily rental housing facilities. Knowledge of Microsoft Office products. Preferred Education/Experience Associate Degree in Accounting with a minimum of three years’ experience in property management and/or affordable rental programs. Required Certificates/Licenses Valid driver’s license; Certified Occupancy Specialist (COS), Housing Quality Standards (HQS), Uniform Physical Condition Standards (UPCS), or Certified Assistant Housing Manager (CAHM) Certifications recommended. #J-18808-Ljbffr West Virginia Housing Development Fund
