This position holdsdelegated procurement authority from the Wisconsin Department ofAdministration (DOA) and the University of Wisconsin SystemAdministration (UWSA). Additional responsibilities includeadministering institutional purchasing programs and managing theday-to-day operations of the procurement team. The ProcurementDirector reports to the Controller. This position represents the University of Wisconsin-La Crosse(University) to the Wisconsin DOA, University of Wisconsin SystemAdministration (UWSA), and vendors for procurement matters. TheProcurement Director develops procedures related to competitivesolicitations, negotiations, and other procurement activities andis responsible for evaluating and implementing operational changesto improve the effectiveness of the procurement function. The Procurement Director will need to develop knowledge of DOApolicies and procedures, Wisconsin state statutes, the WisconsinAdministrative Code (WAC), the Uniform Commercial Code (UCC), andfederal regulations related to procurement. This position will alsoneed to develop a strong understanding of policies and proceduresestablished by the UW System Board of Regents, UWSA, and theUniversity. This position will also need to develop a strongunderstanding of policies and procedures established by the UWSystem Board of Regents, UWSA, and the University. Work isperformed under general supervision, but it is expected that theProcurement Director will progress to independent work aftergaining experience in the role. Physical Demands Ability to sit for extended periods. Working conditions and environment Minimal travel needed will include attendance at UW SystemProcurement meetings and professional development opportunitiesthat may require an overnight stay. Key Job Responsibilities: Procurement Activities Provide leadership and oversight for all procurement activitiesof the University to ensure purchasing and printing conform withpolicies and procedures established by DOA, UWSA, and theUniversity, as well as Wisconsin state statutes, the WAC, and theUCC. Maintain procurement authority delegation from DOA andUWSA. Provide oversight of procurement sub-delegation to FacilitiesManagement. Serve as the liaison between the University, DOA, UWSA, and thevendor community on procurement matters. Participate in UW System procurement conferences andmeetings. Develop university procedures in accordance with stateprocurement policies related to competitive solicitations,negotiations, and other purchasing activities. Evaluate procurement processes for efficiency and implement newprocedures as required. Authorize purchase requisitions and supervise the preparationand issuance of purchase orders. Review and approve contracts, purchase orders, and otherprocurement documents. Oversee the procurement of university printing services. Serve as the campus purchasing and sourcing expert, andcommunicate policies, procedures, and processes to campusstakeholders. Develop, maintain, and update procedures for the accountabilityof campus procurement programs. Perform budget verification for the purchase of products andservices. Prepare cost-benefit analyses (CBAs) for complex procurementrequests. Develop and maintain strong vendor relationships to enhancecontract compliance, vendor responsiveness, fair and equitablepricing, and amicable dispute resolution. Initiate and manage requests for information (RFIs), simplifiedbids, official sealed bids, requests for bids (RFBs), requests forpurchasing authority (RPAs), procurement plans, and requests forproposal (RFPs). Submit procurement documents to the Wisconsin Bureau ofProcurement VendorNet System. Complete waivers of competitive bid and manage thenon-competitive negotiation process. Ensure procurement plans are in place for universitycontractual services and agreements that will be expiring withinthe next fiscal year Ensure completion of university maintenance agreement renewalsbefore the agreements expire. Provide adequate training, development, and supervision ofindividuals with delegated purchasing authority. Develop and implement processes for non-compliant procurementtransaction activity. Provide campus oversight and direction for the procurementsystem. University Resource Communicate updates to processes related to procurement to thecampus community, including the maintenance of web pages andpublications. Develop and conduct workshops and training for campusdepartments to communicate purchasing processes and ensurecompliance with policies. Assist and advise in areas requiring special procurementprocedures and statutory requirements such as licensed orrestricted commodities, priorities, sealed-bid transactions, andRFPs. Advise faculty, staff, and committees on interpreting andapplying state statutes and procurement policies, productavailability, and appropriateness. Engage in planning with campus departments to purchase requiredgoods and services. Staff Supervision Hire, train, supervise, and evaluate procurement staff. Assign and monitor workload for quality and timeliness ofcompletion and implement changes as needed. Maintain and improve business processes, procedures, andpolicies that enable the optimal performance of procurement staffto provide outstanding customer service. Prepare and set standards for performance expectations. Monitoremployee progress and provide mentoring, training, and performancefeedback. Address and resolve staff conflicts to maintain a professionalenvironment. Administer corrective discipline where applicable to ensurework rules are met. Establish work schedules, including the approval of leaverequests. Plan and evaluate department activities by holding regularstaff meetings to keep staff up-to-date on relevantinformation. Assist the Controller Identify automation opportunities to provide efficient,accurate, and cost-effective business processes for theuniversity. Assist the Controller with preparing campus financial reportsrequired by UWSA for inclusion in the University of WisconsinAnnual Financial Report. Assist in developing the institutional internal controlplan. Represent the university in audits conducted by UWSA, theLegislative Audit Bureau (LAB), or other external agencies. Support internal and external audits, including implementingrecommendations related to procurement. Complete special projects and other duties as assigned by theController. Reporting Prepare reports to satisfy federal, state, UWSA, and Universityrequirements. Develop financial and special ad-hoc reports for management,campus stakeholders, UWSA, and others as requested. Maintain proper and sufficient records of transactions, asdefined in DOA policies and procedures Promote, monitor, and report on the Minority BusinessEnterprise program working towards meeting the minority businessprogram goals. Department: Business Services Compensation: $95,000 / Year Required Qualifications: A bachelor’s degree from an accredited institution orequivalent experience. Five years of experience with increasing responsibility inbusiness operations, including accounting, finance, procurement,contracting, or a related area. Ability to communicate professionally and effectively inwritten and oral forms. Ability to effectively use the Microsoft Office suite. Ability to prioritize tasks and manage time effectively. Ability to handle time-sensitive and confidentialinformation. Excellent organizational skills. Demonstrated ability to provide exceptional customerservice. Ability to interact respectfully with people from diverse socioeconomic cultural and ethnic backgrounds. Ability to interact effectively with students, faculty, andstaff, and work with the supervising staff at all levels tomaintain an effective team. Preferred Qualifications: Three years of experience in procurement, includingsolicitation and bidding, vendor contracting, and supply managementand analysis. Knowledge of and ability to interpret state and universitypurchasing rules, regulations, and procedures, including a thoroughunderstanding of State of Wisconsin procurement guidelines andChapter 16 and Chapter 36 requirements. Previous supervisory experience. Previous experience in higher education.
