Overview

Chenega Services and Federal Solutions, LLC (CSFS) is seeking an Acquisition Support Program Manager to support the Food and Drug Administration’s (FDA) Office of the Commissioner Strategic Initiative Programs. The Acquisition Program Manager will lead a team providing procurement advisory and assistance services to the Sentinel 3.0 program team by developing procurement work products for the program team's review before submission to FDA Office of Acquisitions and Grants Services (OAGS). The FDA Sentinel Initiative is a national electronic system used to monitor the safety of approved medical products—such as drugs, vaccines, and medical devices—after they reach the market

Work Location: Remote- Qualified candidate must be local to Silver Spring, MD

Responsibilities

• Provides overall program management and coordination for a portfolio of acquisition support services, serving as the primary point of contact for the Contracting Officer's Representative (COR).
• Responsibilities include scheduling, staffing, deliverable tracking, quality assurance, stakeholder communication, risk management, and reporting to government leadership.
• Ensures contract performance aligns with task order requirements, period of performance milestones, and agency priorities.
• Manages and coordinates key functional areas across the acquisition support team, which may include the Acquisition Lead, Evaluation Lead, Documentation Lead, and Quality Assurance Manager functions.
• Ensures appropriate assignment, coverage, and integration of responsibilities across all supported acquisition workstreams.
• Maintains proactive visibility into capacity constraints and workload conditions, surfacing material schedule conflicts or resource limitations to the Government early enough to allow for reprioritization or recovery action.
• Tracks and reports on performance metrics including on-time delivery rates, first-submission acceptance rates, and FAR compliance results.
• Leads development and execution of the 60-day transition-in and transition-out plans, ensuring personnel are on-boarded, cleared, and badged in advance of performance start dates, and that knowledge transfer is completed before contract closeout.
• Oversees Organizational Conflict of Interest (OCI) mitigation and ensures all contractor personnel adhere to applicable OCI policies, procurement integrity requirements, and information security controls.
• Ensures quality control processes, including multi-level review workflows and self-assessments, are applied consistently across all deliverables.
• Supports BPA and IDIQ management activities, including ordering activity tracking, ceiling value monitoring, minimum guarantee compliance, and fair opportunity compliance.
• Coordinates acquisition lifecycle activities from planning through post-award administration and closeout, ensuring acquisition records are organized and audit-ready.
• Conducts or oversees preparation of weekly and monthly status reports, meeting materials, risk registers, and integrated acquisition schedules. Facilitates Government-authorized acquisition planning meetings, proposal evaluation sessions, and program management reviews as required.

Qualifications

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)  

• Bachelor’s Degree in related field of study
• Minimum of 10 years’ related experience
• Knowledge of federal acquisition methods and techniques
• PMP or equivalent desired

• Professional personal computer skills, to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint.
• Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.
• All positions require excellent interpersonal and communication skills (both oral and written).
• Skills including, but not limited to, the areas of:

• • Performing advanced business analysis using various techniques (e.g., statistical analysis, explanatory and predictive modeling}.
  • Determining best practices and developing actionable insights and recommendations for the current business operations or issues.
  • Data analysis - creating reports based on findings and/or comparison with previous data, project/plan design, development of SOP's and testing and/or implementation of new systems and/or software.

• • Ability and desire to read/research to obtain knowledge of purchasing/contracting methods and techniques including small purchasing techniques, complex federal acquisition, research and interpretation of laws, regulations, and policies and procedures.
  • Ability to apply the skills learned above to perform pre-award, post-award procurement actions and aspects of contract administration on Government contracts
  • Excellent communication and writing skills.
  • Computing skills including ability to use Microsoft Office suite.
  • Knowledge of the FDA and HHS acquisition process.
