Dedicated to providing the highest quality health care services to all New Yorkers with compassion, dignity and respect, and regardless of immigration status or ability to pay.Statement of Purpose:Under direction of the Executive Director or Senior Vice President, plans, organizes, supervises and controls medical and health care services including primary medical and dental care, diagnostic and therapeutic services, medical staff and support services, education, and other health related services in a health care facility or for overall corporate programs for medical affairs and professional services.The Medical Director reports directly to the Executive Director of the health care facility. She/ he is the Chief Medical Officer of the health care facility and the principal medical advisor of the Executive Director/Senior Vice President. She/he provides recommendation and guidance to the Executive Director/Senior Vice President with respect to clinical matters, as well as administrative reporting. The Medical Director is accountable to the Executive Director/Senior Vice President for the fulfillment of the affiliation agreement.The Chiefs of the clinical services [where applicable] report administratively and clinically to the Medical Director. The Medical Director is responsible for ensuring that clinical and educational programs of all departments are consistent with the priorities and standards of the Executive Director and the New York City Health and Hospitals.She/ he collaborates with the Chief Nursing Officer in the decision-making process for clinical and administrative issues; reports regularly at Board meetings and works closely with the President/Chair of the Medical Board [where applicable] on clinical and administrative issues.The Medical Director is a member of the Corporate Council of Medical Directors. She/ he represents the Corporate Chief Medical Officer to the Medical Board of the Hospital Center. The Medical Director reports quarterly to the HHC Quality Assurance Committee of the Board of Directors (Governing Body).Opportunity Details/Responsibilities:Acts as the Chief Medical Officer and advisor to the Executive Director/Senior Vice President to assist in resolving issues of facility administration, and medical staff, as they affect the clinical departments. Participates in this process with the appropriate department leadership and the medical staff.Directs and coordinates all clinical functions through the chairpersons/chiefs [where applicable] of the various clinical departments. Ensures adequate direction and staffing for medical diagnosis and treatment of all hospital inpatients, outpatients, and emergency care.Plans, initiates, directs, and coordinates the provision of quality patient care.Develop ongoing system for continuous monitoring and evaluation of the quality and appropriateness of patient care through the supervision of the Quality Management department.Works closely with the organized medical staff and its committees, the President/Chair of the Medical Board [where applicable] and the Chiefs/Directors of Service [where applicable] to assure medical staff compliance with its Bylaws, with the policies of the health care facility and the HHC Board of Directors, with the rules and regulations of all applicable local, state and federal agencies, with the Joint Commission standards and with other appropriate directives and guidelines.In conjunction with the President/Chair of the Medical Board [where applicable], coordinates the process of appointment, re-appointment, and delineation of clinical privileges of the medical staff and other licensed independent practitioners to ensure compliance with the Rules and Regulations and the Bylaws of the Medical Staff. Oversees Medical Staff Office [where applicable] functions such as the on-going monitoring and maintenance of the medical staff files including the profiles based on QI/RM/Patient Relations findings.In conjunction with the Executive Director, Chiefs/Directors of Service, Department Chairmen, and the affiliation senior management, assures the operation of graduate programs’ full compliance with the standards established by the ACGME, respective Residency Review Committees, and are properly integrated with the clinical service needs of the health care facility [where applicable]. Oversees and is responsible for the health care facility House Staff Office Functions [where applicable], including the J-1 Visas credentialing and privileging of medical residents and medical students and coordination with the affiliated medical college Office of Clinical Affairs and Graduate Medical Education.Serves as the liaison between the Executive Director and affiliation administration for affiliation contract matters in reference to clinical policy, staffing and education. This includes monitoring of pertinent areas of the affiliation performance and reporting.Oversees all clinical research activities conducted at the facility and assures the Executive Director that such activities have been approved and are being monitored in accordance with HHC policy and procedures.Coordinates planning, development, implementation and evaluation of programs and activities with multidisciplinary aspects.Participates in the annual expense, revenue and capital budget and strategic planning process.Participate as requested in setting the strategic direction for New York City Health and Hospitals Corporation and promoting the interests of their respective health care facility, community, and patients.The Medical Director shall serve as liaison between the health care facility, medical and professional staff, and the community to represent the health care facility and physicians' when supporting our communities' interests, and when their assessing health care needs and when advocating for improving the health of the community.Makes recommendations to the affiliate on the allocation of affiliation contract funds.In consultation with the hospital Executive Director, affiliation administration and other parties as may be designated, conducts criteria-based performance appraisals of the Chiefs/Directors of Service [where applicable] at the health care facility.Jointly with the health care facility Executive Director periodically performs a comprehensive evaluation of clinical services and related clinical support services, which to the extent feasible shall not be less than five years.This position has a requirement to work clinically 0.1 FTE (4 hours a week).Graduate of an Approved Medical SchoolCompletion of Approved GME Residency Training ProgramNew York unrestricted license requiredBoard Certified in a Medical SpecialtyMinimum of ten years working clinically in the certified specialty-Academic experience preferredMinimum of five years’ experience in Administrative Responsibility providing medical direction and supervision to teams of medical staff, ideally in an Acute Care setting.She/he must have experience developing and implementing standards of care, medical protocols, quality assurance standards and monitoring, and professional training and education.She/he must also have experience implementing new operating processes and systems aimed at improving efficiency; knowledge of, and experience with, EHR and/or related automated systems is a plus.Previous experience managing clinical operations on a large scale preferred.Wages and Benefits include:Annual Base Salary: $550,000* based on 40-hour work week.The annual total value of compensation package is estimated at $586,000** which includes the baseline salary, 401(k) contribution401(k) Company Contribution (subject to IRS contribution limits):Employees are immediately vested in a 3% company contribution of base earnings. No employee match is required.After one year of service, employees receive an additional 7% company contribution of base earnings.
